Performance evaluation is the practical requirement for the increase of scientific research funds from quantity to quality,it is the inevitable choice of increasing the efficiency of scientific research funds,it is the general trend of international higher education.The strategic goal of S University made it clear that the S university construction should be an important base for training high quality talents,an important center of high-level scientific research and technological innovation.Optimize the layout of disciplines and implement the strategy of strengthening talents.Lay a good foundation for the construction of world-class universities.How to improve the scientific research ability of universities is a common concern of college administrators and researchers.The author believes that strengthening the performance evaluation of scientific research in Colleges and universities is an effective measure to improve the scientific research ability,but also an important means of supervision,guidance and feedback of scientific research activities.This paper focuses on the evaluation of the performance of S university.First of all,this paper describes the related theory and evaluation principle,and the characteristic of the performance evaluation of scientific research in universities is different from the enterprise performance evaluation.This paper analyzes the elements and the relationship between the elements of scientific research performance evaluation system.Secondly,this paper analyzes the present situation of scientific research and evaluation of S University,and points out the problems existing in the scientific research performance evaluation of S University.Thirdly,the target,subject,object and evaluation method of S university scientific research performance evaluation are determined,the evaluation method are determined by feasibility analysis about BSC and AHP.Fourthly,this paper constructs scientific research performance evaluation index system by balanced scorecard,it is based on four dimensions about scientific research funds,social evaluation,efficiency and learning and growth,a total of 17 two-level indexes.Fifthly,the evaluation criteria and index weights are determined,and the results of the questionnaire are analyzed by the analytic hierarchy process.Finally,taking S University as an example,the data of several scientific research projects are evaluated,the evaluation results are analyzed,and some suggestions are put forward.The innovation of this paper is to construct the Scientific research performance evaluation index system based on balanced scorecard,select 17 indicators from the scientific research funds,social evaluation,efficiency,learning and growth in four dimensions to design the performance evaluation index system according to the actual situation of university scientific research projects.According to the characteristics of the subject of comprehensive university,it is innovative to put forward to calculate the weights of the indexes by analytic hierarchy process,it provides a new idea for the evaluation of scientific research work in universities.
