The situation of South Sudan has been unstable since it declared independence on 9th July,2011.In December,2013,the contradictions between President Salva Kiir and First Vice President Riek Machar finally evolved into an armed conflict.Then the whole country is engulfed in the ever-lasting civil war.Displacement in South Sudan have become an international issue that has attracted the attention of the international community.In the end of April,2016,transitional government of South Sudan was established which improved safety environment and relieved the IDPs and refugee's problem.However,with the emergence of a new round of large-scale armed conflict in Juba,the number of displaced people broke the historical records.Large-scale groups of displaced persons have experienced humanitarian crises such as famine,high malnutrition rates,gender-based violence and various diseases,which threaten the safety and health of displaced persons,due to unsafe conditions and food shortages.Affected by insecurity situation,there are massive groups of IDPs existing South Sudan.The majority of IDPs exists in Unity,Jonglei and Upper Nile state.While the international community has given humanitarian support,aid has often been interrupted by insecurity,and the aid capacity of the international community is very limited.It's unable for government of South Sudan to play the role of protecting its IDPs because of continued conflicts,vulnerable political system,severe economic situation and incomplete social service system.The number of South Sudanese refugees in neighboring countries continues to grow.As the main body of responsibility protection,the neighboring countries of South Sudan bear the role of accepting and placing a large number of South Sudanese refugees.However,because of the limited elements of safety,economy,and sources,these countries are incapable of providing adequate protection for refugees.At the same time,the international community is also subject to limited humanitarian aid supplies and narrow funding channels,cannot carry out the rescue operations.The continuing insecurity in South Sudan forces the South Sudanese displaced persons difficult to receive proper humanitarian protection.Judging from the current situation,this situation in a short time is difficult to reverse.The protection of displaced persons in South Sudan will therefore be a long-term task,and it is necessary for the Government of the South Sudan and the neighboring Governments of South Sudan to strengthen their own protection and protection capacities for displaced persons.And for the international community,besides protecting the displaced persons,they should strengthen the interaction with related governments,insist on improving the environment of humanitarian aids and fight for the best rescue time through dialogue and negotiation with these stakeholders.In a word,to solve the problem of protecting vulnerable groups,the government of South Sudan,neighboring countries and international community should cooperate closely.This paper will illustrate the process of South Sudan's armed conflict.It focuses on analyzing the causes,the current situation of the South Sudan's refugees,IDPs.Meanwhile,the actual dilemma of humanitarian protection is also discussed and based on that,corresponding current and long-term solutions will be proposed.
