Objectives:Through the investigation of the situation of pharmaceutical human resources in medical and health institutions of jilin province,we disuss problems found in hospitals,community health service centers(station)and health clinics in towns and townships,then puts forward improving methods.In order to service for the majority of patients better under the condition of the "new health reform",and to improve the quality and service ability of pharmacists,some countermeasures need to be provided.Methods:According to 2014-2016 the statistical yearbook of jilin province,the statistics summary and statistics yearbook of health department and family planning in jilin province,the basic situation and the change tendency about the number,gender,age,educational background and the title of a technical post for pharmacists in medical and health institutions of jilin province were analysis.The health workforce data was in accordance with unified main basic statistical index published by the national center for health statistics affiliated to the state family planning commission.The population number adopted was census register population published by public security department in statistical yearbook of Jilin province.Results:1.The ratio of doctors,nurses and pharmacists was 7.11: 7.36: 1 in 2014,and8.51: 7.68: 1 in 2015.The number of doctors and nurses were far above pharmacists,and proportional imbalance was increased year by year.The proportion of pharmacists was declining from 5.15% in 2014 to 4.76% in 2016.Until 2016,there is about one pharmacist corresponded to 8.78 doctors and 8.78 nurses.2.The gender ratio of pharmacists in Jilin province medical and health institutions was 0.52: 1,0.53: 1 and 0.55: 1 from 2014 to 2016.The quantity of male is slightly more than one third,which induce gender imbalance.3.Most of the pharmacists were focused on 35 to 54 ages,which accounted for 71.26%,73.90% and 70.12% in the overall proportion from 2014 to 2016.Young pharmacists were less than 15%.Thus,it might cause a serious aging problem about pharmacists in the next 10 to 20 years in our province.4.The record of formal schooling of pharmacists is generally low,which were mainly concentrated in the colleges and technical secondary school degree.These low degree persons between 2014 and 2016 were accounted for 73.57%,73.16% and73.57% respectively in all pharmacists.The bachelor degree on average was about18.75%,which was less than one in five.The graduate student was more rare,accounts for only about 2%.The number of personnel with bachelor degree was increaseed slightly druing the three years,and graduate students present a phenomenon of decrease after a growth.5.The title of a technical post of 87.57% pharmacists in Jilin province was junior or medium-grade professional title from 2014 to 2016.Deputy high and senior title of professional was the average 8.72% from 2014 to 2015.It was growth to 10.55% in2016.The qualifications of overall pharmacy personnel were low,and pharmacists with senior title were less than 1.70%,in addition,the gap in which between urban and rural areas was great.6.The average number of pharmacists in our province was 0.3 per thousand populations,which is consistent with the national level,and slightly lower than the world level.The gap with the developed countries is larger right now.We compared with developing countries such as Brazil and India was far lower.Conclusions:The number of pharmaceutical human resources in Jilin province is seriously insufficient.Gender is imbalance,age structure is unreasonable,middle-aged people make up the pharmaceutical core workforce,a serious lack of reserve forces of youth,education background and staff qualifications are generally low,distribution of an unreasonable personnel structure,large gap between urban and rural areas,which are the present situation for pharmacists in our province.The number of pharmacists per thousand populations is far from the developed countries.Thus,the current unreasonable situation is unfavorable for the development of precise medication and clinical pharmacy under the precise medical era.Government and colleges with pharmacy should strengthen to the cultivation of pharmaceutical talents,expanding pharmaceutical groups,increasing the chances of continuing education for pharmacists,in order to improve the quality and service ability of pharmacists.Make up an assessment,training and performance mechanism for pharmacy personnel under the form of “new health reform”,and increase the salary payed for pharmacy staff,then the gap between urban and rural could be narrowed.Meanwhile improve the mechanism of professional titles evaluation,and pay close attention to the development of pharmacists in matrical medical and health institutions.These measures can entirely improve the development of clinical pharmacy,precise and proper medication under the precise medical era.
