With the development of the new reform round of the medical system,it becomes a new reform direction to integrate regional medical resources,alleviate the shortage of primary health personnel and implement a clear and effective classification of medical system.Under this background,regional medical institutions should be classified according to the disease degree and emergency treatment and the difficulty of the treatment at different levels for different diseases to form effective measures of the first primary diagnosis,referral,acute and chronic treatment and upper and lower linkage.We should strengthen cooperation,bold reform and exploration and change the competition into the division of labor relations with complying with the pace of the times and accepting the challenge.Through the establishment of the system of personnel training plan,clear training objectives,modern talents cultivation methods and scientific personnel training evaluation system,we form a mechanism of cultivating innovative talents,and constantly improve the quality and efficiency of primary medical services to alleviate the difficult and expensive problem.We adopt the literature research,case analysis,questionnaire survey and comparative analysis methods to analyse the classification status of diagnosis and treatment to provide rich theoretical basis for the reform of primary health talent training mode.Linking theory with practice and regarding the tertiary public hospital and primary medical institutions as the research angle of view,we take a medical consortium in Hengyang city as a case to study the training mode under the current situation of primary care professionals and grading treatment background in our country.According to the talent demand of primary medical institutions at present,we design questionnaire to investigate present situation and the problems of primary care institutions in the course of grading system for diagnosis and treatment under the background of multi level diagnosis and treatment and propose suggestions and measures of cultivating mode.On the one hand,through the national level to formulate related employment support policies,the establishment of salary system is in line with the characteristics of the industry.The government should encourage more medical practice and urge the medical personnel go to help the primary medical institutions;on the other hand,the local government should increase investment,encourage tertiary public hospital and primary medical institutions to establish multi-level cooperation to carry out multi-channel and multi-form cooperation in personnel training mode,so as to solve the problems of primary medical institutions in weak personnel,the low holding rate and the lack of local residents trust and so on.Therefore,it will enhance the overall competitiveness of primary medical institutions and provide theoretical basis for research and security for the smooth implementation of the classification system.
