Study On Service Efficiency Of The Healthcare Industry Of Cities In Hebei Province

In recent years,with the increasing of world population and people's life quality is higher and higher,the demandfor the medical and health services is more and more.Basic medical and health services decided to people's health level,is a matter of people's livelihood,affect the social quality development.The research of local government health expenditure efficiency is to improve the quality of Chinese basic medical and health services.Through analyzing the influence factors of the medical and health care efficiency,it can provide reference for the healthy development of the health system and using for reference.Through systematically reviewing the existing literature data,found that study on the efficiency of the medical and health field,mainly used the BCC model,and at the prefecture level research is relatively small.In this paper,on the basis of reviewing the related literature,used the difference theory,the contact theory,the efficiency theory and the health economics as the theoretical basis,used literature analysis method in the existing literature on the efficiency of medical and health fields,sort out the relevant index system.The systematic,feasibility,dynamic,applicability and flexibility was the principle,established the evaluation index system of service efficiency of the healthcare industry,as well as the health care industry service efficiency influencing factors index system.Used a two-phase DEA-Tobit model to evaluate the health care industry service efficiency of the 11 cities in Hebei province in 2012-2014.The research results shown that only Shijiazhuang,Cangzhou has remained valid state in 2012-2014.Zhangjiakou,Qinhuangdao,Hengshui in the invalid state was mainly due to the invalid scale efficiency.The comprehensive efficiency level of Tangshan is lower than 1 due to the invalid pure technical efficiency.The pure technical efficiency and the scale efficiency of Handan city in 2014 were all invalid.According to the results of the efficiency influence factors analysis,the regional GDP,the local finance income was negative correlation to the efficiency change,the district hospitals,population quantity is positive correlation to the efficiency change,and urban per capita disposable income basically has nothing to do with efficiency change.
