Study On The Theory Of Multivariate And Regulatory Mechanism Of The Guangxi Private Hospitals

[objective] This study was to survey about the present situation of Guangxi Zhuang autonomous region,civilian battalion hospital and on the basis,through theoretical analysis,understand the current characteristics of the development of the private hospitals in Guangxi,the existing problems and the present status of civilian battalion hospital regulation,analyze the current problems existing in the regulatory process in private hospitals in Guangxi,find the reasons of the problems in the process of civilian battalion hospital supervision,establishment conforms to the characteristics of Guangxi private hospitals multivariate supervision mechanism and analyzes the implementation strategy,in order to promote Guangxi private hospitals to realize rapid,stable,healthy and sustainable development to provide policy recommendations.[method] This study adopts the method combining the theoretical research and empirical research.Theory research,this research adopts literature research,collect related information regulation of private hospitals in China and mature experience,as well as the supervision and administration of our country civilian battalion hospital general situation and the future development direction.Integrated use of incomplete law theory,and the theory of incentive regulation theory,regulation game theory,the construction of private hospitals in Guangxi pluralistic supervision mechanism and its implementation of effective strategies.Empirical research,through the consult,collect,sort out the basic information of the Guangxi private hospitals,health statistics and supervision,and through expert interviews and stakeholder analysis,to explore and analyze the current defects and the main problems of the regulation of private hospitals in Guangxi,to study the multiple regulation of Guangxi Zhuang autonomous region,civilian battalion hospital strategy to lay the foundation.[results](1)Private hospitals of multiple regulatory agencies and their responsibilities.Civilian battalion hospital multivariate supervision mechanism is the emphasis on collaborative,a regulatory model of resource integration.The government hospitals in Guangxi’s overall development is still in its infancy,especially the development scale and services compared with public hospitals still exists obvious gap.(3)The regulatory status quo analysis of Guangxi private hospitals.At present,problems of private hospitals in Guangxi in the regulatory process are: lack of systemic and specific laws and regulations and related policies;The supervision and administration of medical law enforcement team strength is insufficient;Information disclosure mechanism and supervision evaluation mechanism are not sound,it is illegal to hospital cost is low;Supervision mechanism is not perfect,lack of regulatory integrity and sustainability;Outside the regulatory body is limited,the government of multiple regulatory agencies failed to play advantage,etc.[Conclusion] Build multivariate supervision mechanism,the Guangxi Zhuang autonomous region give full play to the multiple supervision and responsibility of the regulatory body.First,the government department joint industry association,to establish and improve the regulation of civilian battalion hospital legal security system,increase violation penalties,each of the activities in the civilian battalion hospital operation process have the effect of rigid constraint.Civilian battalion hospital regulatory rules and relevant laws and regulations system mainly include private hospitals run legal system establishment and operation regulations,regulatory agencies,regulatory agencies,supervise the implementation rules,as well as the supervision legal system of accountability and so on.Second,quantitative classification management,establish a unified health service information platform.In the daily supervision or special inspection,according to the classification of quantitative
