Research backgroundOur country further implements the strategy of innovation-driven development,innovation ability gets continued ascension,great scientific and technological achievements,high-growth competitive innovative companies constantly emerging,innovation plays more and more important supporting role to development.Large scientific instruments,as important scientific resource on high-level talents cultivation,frontier research as well as social service,is the essential condition of high-level experiment teaching and scientific research.Its quantity is important indicator when evaluating the level of scientific resource and research in our country.But due to its high price,repeated purchase will result in increasing fiscal expenditure burden and waste of scientific resource.To build conservation-minded society and raise the use of efficiency of large scientific instruments,instrument owner open and share the large scientific instrument to maximize the supporting role of the scientific instrument resource,has become the urgent need of the whole society.On scientific policy,Ministry of Science and Technology issued the 2004-2010 National Science and Technology Basic Conditions Platform Construction Program in 2004,the outline clearly pointed out that the large scientific instrument and instrument sharing platform were the key content of sharing platform construction.State Council issued Opinion by State Council on the Major Scientific Research Infrastructure and Large Scientific Instrument Open to the Society in 2014,strive to realize sharing level of large scientific instrument markedly improve in 3 years,and basically solve the problems of decentralization,repetition,closed,inefficient,further improve the utilization rate of resources.On December 18,2015,Guangdong Provincial Government issued Suggestions by Guangdong Provincial Government on Promote Large Scientific Instrument Open and Share,accelerate major scientific research infrastructure and large scientific instrument open to the society in Guangdong province,and issued another policy named Construction Program on Guangdong Province Scientific Innovation Platform System on November 2,2016,to guide scientific platform construction in our province.Guangdong Province builds large scientific instrument sharing platform for years,has already formed different level’s sharing platform,such as provincial level,city level as well as school level,has gathered a certain scale of large scientific instruments,improve the efficiency of the use of large-scale instruments.However,it still exists some problems,such as low-awareness rate,low cooperative level,sole service mode and so on,all these problems hinder the large scientific instrument to serve scientific innovation.Research objectivesBased on economic and scientific condition and advantage of Guangdong province,design individual service mode,sub-system and operation mechanism of Guangdong province sharing platform of large scientific instruments and facilities.Finally,put forward specific optimization solution to promote the sharing level.Research methodLiterature research.Summarize and analyze current international and domestic academics’ available studies towards large scientific instruments platform,as well as current situation,construction experience and latest scientific policies of the sharing platforms for study and reference.Case study research.Select 2 kinds of scientific platform to conduct case study,specially focus on operation mode,service content,experimental apparatus,scale and so on.Comparative research.Compare these 2 kinds of scientific platform,summarize the characteristics,advantages and disadvantages of each platform.Interview method.Through interview with 3 different kinds of people,demander and provider as well as constructer,to know their ideas towards large scientific instruments sharing.Systematic analysis method.Regard Guangdong province sharing platform of large scientific instruments and facilities as entirety to analyze.Research contentThis research searches data through literature research method,summaries and analyzes international and domestic academics’ available studies towards large scientific instruments platform,as well as current situation and construction experience of the sharing platforms and put forward the research ideas.Through communicating with the user of large scientific instruments and the people in charge of the lab and participated in the platform establishment program to know more about their ideas towards sharing.And through analyzing and comparing different types of domestic large scientific instrument sharing platforms on service content,instruments and other specific aspects,such as the government-operated platforms in Shanghai,Chongqing and the platforms operated privately,to summary the characteristics,advantage and disadvantage of each platform.To combine the resource and advantage of Guangdong Province and operation experience of international and domestic sharing platforms,the author designs operation mode,service object,service mode of the sharing platform in our province,based on the five design ideas,the author raises up the organization and sub-system design ideas,through operation support system,profession service system,network information system and innovative development system to insure the implement and optimization of sharing service.And design the specific operation mechanism to guide the sub-systems operate smoothly and effectively.Finally,based on the resource,current sharing situation and reconstructed mechanisms,the author put forward the specific suggestions on promoting the sharing level of the large scientific instruments in Guangdong Province. |
