Study On Allocation Of Health Resources In Hebei Province Present Situation And Countermeasure

Objective: This article has a detailed description and analysis of the current situation of Hebei Province health resource allocation. Through the health resources sample survey of Hengshui, Langfang, Chengde, this article has verified related issues under new medical reform. Through finding out the main problem of health resource allocation of Hebei Province, considering the challenges and opportunities of Hebei health resource allocation, this article propose overall thinking and policy oft reasonable and optimize the allocation of health resources, which provide reference for further strengthen the deepening reform of medical and health system, optimizing health care resource allocation, improving health service quality and efficiency, accelerating health service system construction and development, formulating scientific and rational implementation of regional health planning and medical institutions around the province.Method:(1)literature research: systematic collection of relevant literature at home and abroad, understand the relevant theories and domestic and foreign medical resources allocation;(2)descriptive study method: in Hebei Province, Hengshui, Langfang, Chengde, the allocation of health resources and health service resources by descriptive analysis;(3)expert consultation method: by the provincial health department management expert consultation to discuss the rational allocation of health resources and policy recommendations to optimize the utilization of health services;Content:(1)Through the study of health resources allocation and the analysis of sample survey, this article find out the main problems are: the number of the health resources allocation in Hebei Province is increasing overall, but the total is not enough, which behind the level of economic development; the health resources allocation is unreasonable and low efficiency; medical institutions function reflect dislocation, patients tend to choose large hospitals, primary health facilities utilization rate is not high; the overall quality of health workers needs to be improved.(2)Increasing revenue in Hebei, improving living standards, the rapidly aging population, and changing in disease spectrum of health services put forward new demands on health resources and poses a severe challenge. At the same time, Beijing, Tianjin and Hebei region integration has developed. The health awareness of residents has enhanced. Modern science and technology has developed, especially a wide range of applications information technology and digital technology. All of these bring opportunities for health resources in Hebei province.Conclusion: Recommendations of reasonable and optimize health source allocation:(1)Combined with the current situation in Hebei province, health resource allocation standards should formulate scientifically.(2)Take scientific measures on the current status of health resource allocation to make reasonable adjustments.(3)Actively introducing social capital to medicine for encourage and support.(4) The government and health administrative departments should formulate preferential policies to encourage practitioners at all levels of medical institutions to carry out more practice.(5)Aware of the decisive role for health professionals to medical and health development, the construction of medical and health professionals as the most important health work.(6)Through increasing financial resources and social capital investment at all levels strengthen all kinds of medical and health infrastructure especially in infrastructure construction of primary health care institutions.(7)All the province should set up scientific and rational medical institutions at all levels, such as health services, beds, medical personnel and other resources, adapting existing health resources quantity, structure and layout.(8)Promoting further understanding the meaning and importance of health system reform, the province should effectively ensure that the reform tasks are implemented.(9)Strengthen the functional integration and division of labor.(10)Strengthen safeguards and monitoring evaluation.
