A Research On Chinese Medical System Reform From Property Rights Clarity Theoretical Perspective

Since followed the policy of reform and opening,a series of reformations are being implemented with the core of clarity of property right,which means that makes the assets running with the consistent of rights,responsibilities and interests assuming the clear subjects of property right.For instance,establishing urban residents medical insurance system and the urban employees medical insurance system,the reformation of medical payment patterns,etc.The thesis systematically analyzes the property rights clarity,the variation of transaction cost as well as its influence factors,based on the medical service supply represented by hospital or doctor and the demand represented by patient.In addition,the government role are being discussed during the process of reforming.Chapters are arranged as following.Chapter one,have literature reviews which related to the theory of clarity property rights and reformations of medical system.Chapter two,expounding of clarity property rights refers to the property right,economic values,essence and criteria,costs and characters,choice principals,the influence of property form and the roles of government.Chapter three,the supply reforming process would be divided to three parts involved with the reforming of hospital property rights,doctor pay and medical service payment.Every part will discusses the process of clarity property rights and the transaction costs which increase with clearing.The factors account for the increase are Bounded Rationality,Opportunism,Asset Specificity and Transaction Frequency.Moreover,a research will be conducted to analyses these factors and reveal some facts to support the following policy suggestions.Chapter four,by researching the demand reforming process divided to lateral reforming and longitudinal reforming,a conclusion would be drew about three patterns on medical insurance such as completely free,partly payment and state subsidies.The thesis analyze the process of clearing property rights and the cause of increase transaction,which are Bounded Rationality,Opportunism,Transaction Frequency and Uncertainty,as well as the obstruction reforming.Meanwhile,the related measures should be conducted to reduce transaction cost.Chapter five,explain the role of government in clearing property rights and its countermeasures.The central government should improve the top-level design,implement coordination and supervision about tripartite system reforming,local governments must strengthen the supply of funds and make the coordination of health service supply and demand.
