Currently, social risk under the population aging crisis are affecting the governments’policy design globally. The establish of long-term care system by some developedcountries is a protection measure,in order to compensate for the lack of care for thosetarget audiences who need caring in a very long life time and in many aspects of daily life,through institutionalized care arrangements.Organization for Economic Cooperation and Development (OECD) is aninter-governmental international economic organizations consist of34countries. As partof national stability and development policies, most member states are constructedcorresponding long-term care service system according to their own facts. Different fromLong-term care insurance which involves the social insurance that sharing by state,enterprises and individuals, and the commercial insurance sharing on individuals entirely,Long-term care allowance system is a subsidy support in the nature of social welfare orrescue, by providing a monthly government finance directly to care-dependent persons.The system is part of consumer-oriented allowance respond to the recipient’s ownpreferences and needs, the other part is producer-oriented allowance to compensate andpay for care providers’ labor.In the OECD countries, there are23countries which use thelong term care allowance system more intuitively: Australia, Austria, Belgium, Canada,Czech Republic, Denmark, Finland, Greece, Hungary, Ireland, Italy, Mexico, NewZealand, Norway, Poland, Portugal, Slovakia, Spain, Sweden, Switzerland, UnitedKingdom, Estonia and SloveniaSimilarly, China is also experiencing unavoidable and irreversible aging process. Toestablish a long-term care service system belongs to China’s future according to theconditions have a strong urgency and practical significance. In this paper, starting with theconcept and significance of long-term care allowance system, Combined with an analysisof both domestic and foreign research status of this system; Second, in the overall macroperspective, describe the system background; Third, focused on analysis the institutionalframework of long-term care allowance in all OECD member countries, includeLegislation, subject, grade, coverage, financing, benefits, services, offers, regulatoryreform. Finally, in the summary of the OECD countries on the basis of practicalexperience, committed to provide a reference and inspiration in the design of ourlong-term care allowance system. According to the analysis, our long-term care allowancesystem should be used as an aid means, implemented as a supplement safety net to build amulti-level system.
