The new energy development is the inevitable trend of sustainable development in the future.As a low carbon energy source,nuclear power is an important component of new energy.And also,it is a significant foundation of sustainable energy development to our country in the future.“The 13th Five-Nuclear Energy Development Research Plan”and“The 12th Five-Nuclear Energy Development Scientific Research Plan”show that China will pay more attention to the nuclear power development,and China's nuclear power construction is facing a new era.During the period of“the 12th-Five”,in the China's nuclear power units,there were 17 units connected to each other and ran,and 13 units were used in construction,which the scale is the first in the world.By2020,nuclear power installed capacity will reach 58 million kilowatts,that under construction will reach more than 30 million kilowatts.According to the combined predication of Organization for Economic Cooperation and Development and the International Energy Agency,by 2050,the global nuclear power generation capacity will be doubled on the existing basis,power generation ratio will reach 17%of the world's total power generation.The high-speed development of nuclear power would definitely drive the development of the entire nuclear fuel cycle system.As a major process of the nuclear fuel cycle,uranium conversion is a significant link to other processes.The planning outline of“the13th-Five”also proposed"safe and efficient development of nuclear power".With China's nuclear power industry is entering a safe and efficient development of the new stage,as well as the competition in the international market is becoming more and more fierce,the production and operation of uranium conversion are facing new opportunities and challenges.Safety and stability are the core of uranium conversion production line.The purpose of this article is to determine potential accident conditions by analyzing major processes and key equipments from several aspects,including physical and chemical characteristics of radioactive materials and toxic chemicals inside facilities,features of containers or pipelines,service and storage conditions.As for potential accidents in product line of uranium conversion,the leakage of UF6 or/and HF are some of the most common ones,and that often by large rate would make the potential hazards most harmful for staffs.This article not only addresses important topics of possible concerned leakage accidents in different parts of produt line,focusing on accident type and scene description,modes and means of detection,potential consequences,and estimation of radioactivity and chemicals sources term based on the accident conditions,but also suggests effective mitigation or treatment measures.The analysis shows that safety departments should forecast the likely consequences and effects of potential accidents,establish preventive measures for possible accidents as early as possible,take emergency response action in time to reduce the effects of accidents on staffs.
