Small towns public safety planning(PSP) theory research is an important field of study, urban planning and urban planning in the field of a new theory and method of the platform.Today on PSP management in small towns in our country study is less, based on the carrying capacity of small towns environment PSP study few, even if have also attached the public safety management system in the big cities, and did not form a professional and comprehensive PSP system, the research method also tend to qualitative analysis, quantitative and scientific research method has not yet formed system.Therefore, the establishment of quantitative analysis of small towns PSP research system is the inevitable trend of future development.Paper first by studying environmental carrying capacity (ECC) theory, risk theory and the inner relationship between PSP of small towns, based on the risk of Bin County, and determine the main risk factor of hazard-affected, Bin County public security the guidance of the establishment of the index system of ECC, combining with the fishbone diagram analysis method to establish Bin County public security ECC index system of small towns.Then, based on the index system of ECC, affecting the Bin County public security ECC of the analysis of the factors are quantified, Bin County public security evaluation model is set up, it is concluded that small towns ECC in public security evaluation results, the theoretical analysis to make a small towns on the evaluation results PSP, safety planning of small towns based on the pattern of ECC is constructed theoretical framework, the ECC theory and safety planning of small towns in the basic theory for fusion.Finally, based on Bin County towns ECC evaluation results, targeted to small towns to the first three principal component factors including public health care facilities, refuge facilities and public infrastructure security planning countermeasures, and according to the Bin County towns ECC evaluation results to Bin County each villages and towns security planning countermeasures, small towns filling each and disaster prevention and mitigation capacity building, turning pre-disaster prevention, disaster response to our towns more secure.Anyhow, the ECC theory with public security planning theory for crossover study, preliminary constructed based on the environmental capacity of small towns PSP theory framework, and on this basis to build the methods system, the planning process and main contents of PSP for small towns contradiction problems provide intelligent and quantitative methods and means, enrich the theory of urban PSP research content.
