Small town planning should strengthen construction of infrastructure, attach importance to ecological construction, environmental protection, population and resource management, to achieve sustainable development.Since the new century, one of the most important ideological leap in the building of socialism with Chinese characteristics, since the sixteenth CPC National Congress, and Chinese Communist Party Central Committee at its third plenary meeting, are the people-oriented, comprehensive, coordinated and sustainable development of the scientific development concept and the " building a harmonious socialist society ", showed the CPC Central Committee attaches great importance to ecological and environmental protection of small cities and towns, and pointed out the direction for sustainable and healthy development of small towns and cities. Small towns and cities located in the tail of cities, and the head of the rural areas, is the bridge and link between urban and rural areas, to speed up the pace of ecological and environmental protection can be an effective solution to the ecological environment in rural areas, to improve people's everyday life environment, can speed up the development of rural non-agricultural industries, and optimize the industrial structure in rural areas and gradually change the energy structure, then the level of the ecological environment of China's rural areas can be enhanced and the coordinated development of urban and rural ecological environment can be realized.In Hebei Province, small cities and towns are developing rapidly, however, at the same time its eco-environmental contradictions and problems gradually exposed: the increasingly serious air pollution; the continued deterioration of water quality of the environment; sharp decline in groundwater level; acid rain is becoming more frequent attacks; excessive pesticides, inefficient use of soil and water pollution, solid waste, industrial waste and pollution in the already limited land; land wind erosion and desertification, soil salinization declining land quality. These problems not only have adverse effects on residents of small cities and towns, from a long-term it also constrains the healthy and sustainable development of the ecological environment of small cities and towns in Hebei Province.Based on the status quo of the ecological environment of small cities and towns in Hebei Province, combined with existing research and technological achievements of the ecological and environmental protection, this paper classified and summarized the ecological and environmental protection technology that apply to small cities and towns in Hebei Province, and put forward the impact factors and improvement measures for the ecological environment of small cities and towns. In close connection with the application of new technologies, such as the ecological footprint, space control etc, follow the relevant policies and regulations of the ecological environment of small cities and towns, and ultimately achieve the small cities and towns to build a virtuous circle of ecological environment protection and harmonious development of the security system.
