Study On Assessment Of Freeway Emergency Capability

China has formed a reasonable-layout and fully functional freeway network.Freeway is becoming increasingly important for the development of national economy,the national strategic security and convenient public transportation. However, the freeway also becomes an emergency-prone region which seriously threaten the lives and properties of the people and the efficiency of the expressway network. In spite of continuous efforts for freeway emergencies precaution by the traffic administrative departments at all levels, the effects are proved to be minimal. Based on this fact, it is a well-worthy and practical research subject to find out the imperfection and weaknesses of the emergency management through scientific evaluation methods and objective assessment, so as to improve the emergency capability of the traffic administrative departments.Firstly, the research background, framework and method of this study are established.Depend on the deep analysis domestic and abroad current concept and evaluation methods for emergency management, this paper systematically sorts out the relevant concepts and theory, which include concept and characteristics of freeway emergency,and highlights the concepts of freeway of emergency management, emergency management capability and life cycle theory.Secondly, based on the theory of expressway emergency management and life cycle theory, with the methods of frequency analysis, theoretical analysis, and maximum irrelevant, the thesis builds a evaluation indication system which including 4 first class indicators—emergency precaution capability, emergency preparedness capability,emergency response capability and emergency recovery capability, and 23 relevant second class indicators, and establishes a set of standard for evaluation.Thirdly, according to the gray system theory and analytic hierarchy process(AHP),putting forward to the gray-analytic hierarchy as the evaluation method in this study.Using the analytic hierarchy process to determine the index weight and the gray analysis is attached to assessment value.At last, Hubei province as a case to study. The freeway emergency capability of Hubei province is evaluated by gray-analytic hierarchy process. Based on the results of evaluation, this paper provides a series of feasible operation measures which targeted to enhance the Hubei's freeway emergency management capability.
