The rise and rapid development of the high-speed rail has changed the travel mode of people, also promoted the construction of the high-speed rail comprehensive passenger hub(HSRCPH) and the redistribution of urban outbound traffic resources. The function definition of highway passenger station in the whole transport system and the interactive relationship between highway transport and high-speed railway transport are critical factors which decide the allocation method and the scale of passenger resources of the highway in HSRCPH. Based on the research subject of the highway passenger station scheme in Huzhou HSRCPH, this thesis studies the way of allocating the passenger resources of highway in HSRCPH in small and mid-sized cities.Firstly, this dissertation analyses the characteristics of HSRCPH. Based on the analysis of the concept and elements of highway passenger transport system, define the meanings of the highway passenger transport resource and clearly put forward that the key point of allocatting passenger resources of the highway is organizing the passenger transport routes. Secondly, this thesis studies the characteristics of high-speed rail passenger flow in small and mid-sized cites and the railway’s impacts on highway passenger transport by comparing their characteristics.Taking over the passenger flow data of Huzhou City, the changing tendency and forecast of outbound flow volume which come from the highway and high-speed rail two transport modes are obtained.Thirdly, this paper encapsulates the main location types of HSRCPH in small and mid-sized cites and the function characteristics of corresponding HSRCPH. Combining with the functional orientation of the highway passenger transport station in HSRCPH, the characteristics of route allocation of highway passenger transport are studied.Finally, the optimized distribution method of highway passenger transport routes is proposed, and a case is analyzed based on the method.The research findings in this paper can be directly used for the construction and utilization of the highway passenger transport station in HSRCPH. Also, they can provide references and advices on reasonable allocation of urban outbound traffic resources.
