| In recent years, with the development of government reform and the improvement of the level of science and technology, technology research and development is no longer limited to enterprises and research institutions, but belongs to a common utility enterprises, governments and research institutions. From the beginning of the 1980s, Western countries government slowly began to realize the importance of technological innovation service platform, and actively explore the use of science and technology innovation platform for the community to provide more public welfare services. In the new century, as a developing country, China’s economic development is in transitional period, the socialist market economic system has been initially constructed. However science and technology development is relatively lagging behind, seriously restricting the development of China’s economy, which restricts the upgrading of China’s comprehensive national strength. If our government can not provide scientific and technological innovation in public service, it will hinder the rate of innovation and sharply increase the business costs, which is adverse to the promotion of country’s competitiveness and the rapid development of enterprises.For purpose of comprehensively deepening the reform, actively adapting to the new normal economic development, accelerating the transformation of government functions, enhancing the level of public services in Weihai City and promoting scientific and technological public resource sharing, As early as 2013,Weihai municipal government began to prepare for the construction of scientific and technological innovation service platform. The platform mainly uses the "Internet+" mode of thinking, to integrate the technological innovation service on top of the network information platform. Through the mode of platform construction, the government, enterprises, institutes, colleges and universities, science and technology agency, social organizations, experts and scholars as well as science and technology workers gather together to eliminate unnecessary intermediate links, break the bottleneck of obstacles, and achieve flattening of science and technology. Platform integrates technology, personnel, equipment, policy, funding, incubators and other elements of innovation and entrepreneurship, continuously enriching the connotation expansion of extension, thus forming a set of technical research and development, the transformation, resource sharing, multi-functional public business incubation, training, finance, openness, strategic technological innovation-stop service new carrier.Research on the subject in this paper is scientific and technological innovation service platform of Weihai, combined with the advanced development experience and suggestions on the construction of science and technology service platform in Weihai. First, from the conceptual point of public services, this paper adopts "new public service" theory point of view to discuss the importance of science and technology innovation service platform construction, in order to find a theoretical basis for the construction of public service platform. Next, after the research about the current development status of Technological innovation service platform in Weihai, combined with request of reform government functions reform and the construction of the "service" of the current government, reveals the background and necessity of building Weihai technological innovation and comprehensive service platform, in order to put forward realisticbasis for the construction of the platform.Through actual investigation and data analysis, this paper analyzes the development of science and technology service platform construction and operations of Weihai city deeply, especially the subordinate five architectural platforms of science and technology innovation service platform have a specific analysis, summarizes each platform to the achievements of development. Then, based on comparing with the more mature service platform of science and technology of domestic development, it is concluded that the problems existing in science and technology service platform of Weihai city, and deeply analyzes the specific reasons for the problems. Finally, combined with the existing problems reasons and the actual situation of Weihai city, putting forward the comprehensive service platform of weihai city science and technology innovation. |
