With the advent of the era of knowledge economy,scientific and technological resources and technological innovation services have become increasingly hot.Looking around the world,in order to gain the upper hand in the increasingly fierce scientific and technological competition,more countries pay attention in this era.The service platform for scientific and technological innovation can and efficiently allocate resources,accelerate the process of scientific and technological innovation in various countries,and continuously enhance the soft power of national scientific and technological competition.Jilin province also spends a lot of energy in optimizing and constructing the service system of scientific and technological innovation these years.Therefore,this paper takes Jilin province science and technology innovation service platform as an example to explore its functional structure,service mode and operation mechanism,and optimize it.This paper is divided into six parts.The first part introduces the background and significance of this study,the research content and methods.Taking the analysis of excellent cases,combined with the method of questionnaire survey and analysis,this paper provides the scientific and technological innovation service platform of our province with evidential optimization Suggestions.In the second part,relevant theories are studied,and the theoretical contents of the four parts,namely technology innovation theory,new public service theory,science and technology innovation service system theory and scientific research life cycle,are combined to provide a theoretical basis for the ideas of subsequent papers.Therefore,the research of this paper has a strong theoretical accumulation.The third part explore the analysis of domestic and foreign outstanding scientific and technological innovation service platform,include the United States,Britain and Germany`s science and technology innovation platforms,and analyzes such domestic advanced provinces and cities such as Shanghai and Chongqing`s science and technology innovation platform,trying to gain experience from the good case for Jilin province science and technology innovation service platform for the constructionof the support;The fourth part analyzes the current situation of Jilin province's science and technology innovation platform,and finds that there are many problems to be solved.In combination with enterprises' demand for science and technology innovation resources and services,this paper indicates the necessity of optimizing the construction of this platform.In the fifth part,based on the current situation of Jilin province's science and technology innovation platform,some suggestions are put forward for the optimization and construction of the platform.The functional structure of the platform is subdivided and the functional contents are produced in detail.At the same time,the database is designed.The sixth part mainly explores the service mode and operation mechanism of the platform,proposes optimization Suggestions and improves the security system.The seventh part elaborates on the conclusion of this paper and prospects the future research.
