The data from Chinese Academy of Social Sciences pointed out that the percentages of small and micro businesses in Chinese GDP, tax revenue and new labor were 60%,50% and 80% respectively. So, small and micro businesses are an important part of economic subject, and play a key role in promote economic development, job enlargement, social stability and harmony in China. And their survival and development also have been paid much attention and support of the government. Promoting the optimal allocation of resources, reducing the cost of human resources and enhancing the level of human resource management, are of great significance for the development of small and micro enterprises.The small and micro businesses in Huanghua town, Changsha city were investigated. And the methods of literature analysis, interviews, questionnaire analysis were used in the present study.The results indicated that Chinese small and micro businesses were affected by their small scale, lack of funds and larger share of the cost by human resources. They are difficult to achieve coverage range, high quality of personnel recruitment and training. Thereby, the operation and long-term development of small and micro businesses was affected. The problems and factors in human resource shared services of these small and micro businesses were studied based. The strategies in macro, meso and micro based on human resources sharing were discussed. We hope that the present study could provide some reference to improve the quality of the human resource and the development of small and micro businesses.
