Land space is valuable resource, and it is our survival and development homeland. It is the basic national policy of our country to use the limited land resources rationally. In order to develop our home scientifically, we must promote the construction of the main function region and develop our home rationally. " A national plan for development priority zones" is the basic basis to promote the formation of the main functional areas, it points out the development direction of the main function areas and plays a leading role of the development of land and space in China. Fujian province is one of the fastest economic development provinces in China. As the provincial capital city of Fujian province, it is necessary to research Fuzhou’s main function division problems on the basis of a national plan for development priority zones". And the main function division of Fuzhou could provide basis suggestion for the land use and development.This paper uses the model of ecological footprint to discuss Fuzhou’s main function division problems, by establishing "ecological footprint", "ecological carrying capacity"," potential" for the characteristic index of the index system. Analysis the gap between the countries (cities, districts) and the overall average of Fuzhou to divide indicators into "high, medium, low" level, finally, using a combination of the three-dimensional cube diagram to determine the main functional areas. This paper obtained the principal function regionalization scheme:optimizing development zones are the Central district (including Gulou District, Taijiang District, Cangshan District, Jinan District and Mawei District), Fuqing City and Changle City; key development areas are Minhou County, Lianjiang County and Luoyuan County; restricted development areas are Minqing County, Yongtai County, Pingtan County, and other key ecological function zones; prohibited areas are the nature reserves, scenic spots, forest parks and other protected areas.This paper consists of six chapters.The first chapter introduces the basis and realistic significance of the main function areas, the related research progress at home and abroad, and the research contents, methods and technical means. So we can know the methods to main function division from the grasp of the overall.The second chapter introduces the theory of main function division, including how to put forward the main function area, the specific partition type, development ideas and promote the main function area planning guidelines, which can provide guidance for the development and construction of the main function areas, At the same time, the basic connotation of ecological footprint model is outlined, the ecological footprint and ecological carrying capacity and other aspects and the specific calculation formula are illustrated.The third chapter briefly introduces the resource and natural environment of Fuzhou city, as long as the present situation and the level of economic development. Then summarize the existing problems in the land and space development present situation to provide the basis for the research of this paper.The fourth chapter introduces in detail the methods and steps of how to divide main function areas in Fuzhou city, by selecting the index system of representative, dividing standards of the main functional areas, the analysis the ecological footprint, ecological zone of the carrying capacity and development potential of 9 Fuzhou county, and the division of the main function area in Fuzhou cityThe fifth chapter analysis comprehensively development direction for the 4 class of partition, optimizing development zones, restricted development zones, prohibited development zones and key development areas, then put forward the development countermeasures and suggestions.The sixth chapter of this paper concludes the main conclusions, shortcomings and innovation points, and puts forward the problems to be solved as the direction of future research.
