Nowadays, under the high speed operation of current social economy and the intense demands for the transformation of scientific research achievements into high productivity, science achievement and technology innovation promotion need more innovative team to overcome difficulties, the focus of the research of experts and scholars at home and abroad had been on the team innovation. In order to enhance the team members’ awareness of innovation and creativity, no matter the most advanced enterprise, the forefront of the international research team or the universities and research institutions, they never stop the pace for the inquiry of behavior rules of team member innovation.This study summarized the research about scientific research team potential rules according to the domestic and foreign literature, with the background of oriental cultural, the study explore the concept and the dimension of scientific research team potential rules, then draw up the test scale of it. Based on the foundation of 209 valid preliminary questionnaire of scientific research team in Chongqing and Taiwan and 486 valid ultimate questionnaire investigation from Chongqing, Shanghai, Guangzhou, Beijing, Taiwan, scientific research team potential rules is a five dimension structure by item analysis, EFA and CFA and test the model verification. By using LSD method to explore the influence of scientific research team potential rules on team members’ innovation behavior under the personality characteristics of the variables and team organizational characteristics variables. By constructing the correlation analysis and regression of model, to explore the relationship between the various dimensions of scientific research team potential rules and related variables of this study designed and team members’ innovation behavior, through analysis the data comparison between Taiwan and Mainland, summarizes the factors of research team members’ innovative behavior and give relevant suggestions for the team management.The conclusions of this study are as follows:Scientific research team potential rules is a five dimension structure, namely, team image, rules and regulations, leadership behavior, safety atmosphere, performance and rewards with the background of oriental cultural.Scientific research team potential rules’ five dimension structure model and innovation behavior has good reliability and validity by data analysis of measurement scale, from the correlation analysis and regression models, they were significantly related between scientific research team potential rules’ five dimensions and team members’ innovative behavior.Differences of personality characteristics variables in scientific research team potential rules’ five dimensions and team members’ innovative behavior situation is different, in addition to team member’s gender, the other personality variables such as age, education level, position, the team service time has significant impact on the scientific research team potential rules’ five dimensions and team members’ innovative behavior; organizational characteristics variables such as type and size of team had significant influence on the relation between the two.The regional data comparison analysis display: from the mainland data model, team image and term size was negatively significant related to term member’s innovative behavior, performance rewards and punishments are not remarkable to the innovative behavior of members, psychological safety perception on term member’s innovative behavior in positive significant. Taiwan research team data model display, the innovation ability of male was significantly higher than that in female. Team size and image on term member’s innovative behavior was not significant; performance rewards and punishments had positive significantly correlation on term member’s innovative behavior. Leadership behavior on innovative behavior of term members in the Mainland and Taiwan regression model showed positive significant correlation. Scientific research team members from Taiwan pay more attention to their psychological sense of security, and following the rules and regulations for the powerful performance rewards and punishments, that helps them to enhance the ability of scientific research and innovation.At the end of the study, it gives some suggestions and opinions about the scientific research team and organization management through some preliminary exploration and analysis of empirical research on the influence of scientific research team potential rules on team members’ innovation behavior.
