Along with the rapid development of social economy of our country, industrialization and urbanization level enhances unceasingly, and construction land continues to occupy the limited arable land resources, so that our country’s food security, ecological security and social stability have been threatened, the sustainable development of the society has been seriously hindered. So it is the effective method to solve these problems that changing the extensive use of pattern of cultivated land and improving the level of intensive utilization of cultivated land. Han marina area, as a centre of ankang municipality city, the largest population of county level administrative units of shaanxi province, belongs to north subtropical monsoon climate, qinba high mountains in southern shanna. But topography is more complex in the area with three natural landscape, such as ChuanDao, hills and mountains. So the research on cultivated land intensive utilization of the han marina area has certain representative, it is a certain guiding significance for us to improve the level of han marina area cultivated land intensive utilization and fully excavate cultivated land intensive utilization potential, and it is a certain reference significance for us to research cultivated land intensive utilization theory as well as the cultivated land intensive utilization of empirical analysis within the county.There are two aspects to study cultivated land intensive utilization, including the cultivated land intensive utilization level and potential of cultivated land intensive utilization. Based on the four criteria layer which affects the intensive utilization of cultivated, including land input intensity, utilization degree, production efficiency, selecting 16 indicators to build intensive utilization evaluation index system. Choosing the method of poor standardization to standard index system, and the method of analytic hierarchy process(ahp) and entropy method synthesis to determine the weighten of arithmetic, and the comprehensive evaluation method to determine the degree of intensive. Based on the han waterfront natural conditions, to party han marina area of cultivated land so that determining the reasonable values of the evaluation index in different partition. Based on the reasonable value evaluation model, determining the comprehensive potential in each assessment unit and the cultivated land potential partition theory, based on those to determine the real potential of each evaluation unit. Using natural breakpoint method for cultivated land intensive utilization degree of each evaluation unit and potential for grading.The result shows that the cultivated land intensive utilization degree of han marina increases overall from 2004 to 2013. In 2013, cultivated land intensive use level of han marina area in river road area is greater than the overall distribution of low hilly land which is greater than the high mountain; The higher potential distributes in the month rivers area, the lower distribues in the south high mountains; From the each layer of influence rule of cultivated land intensive utilization, different town has different potential actual situation of criterion layer. According to the situation of each rule layer potential of each town, choosing the adjusting measures to local conditions to improve the level of the regional cultivated land intensive utilization, so as to improve the level of cultivated land intensive utilization in han marina area, and effectively relieve food security, ecological security and social stability.
