Developing industrial clusters has become an important strategic transformation of the old industrial base and economic revitalization. Birmingham, Wales and other old industrial bases abroad take the development of industrial clusters as a major strategic direction in the development of the old industrial base, and vigorously promote industrial clusters’product innovation, organizational innovation, system innovation, forms of industrial organization between specialization and diversification of industrial clusters, and then promote economic transformation and revitalization of old industrial bases. The old industrial bases mainly with exploitation of natural resources transform from resource-based to innovation-led form. Innovation, R&D and knowledge spillovers become an inherent power of the old industrial base. The more possession and use of knowledge, the more competitive it is. It is particularly important to study the industrial clusters’innovation capability of old industrial base under knowledge spillovers.In the background of old industrial base, we study industrial clusters’ innovation capability from the perspective of knowledge spillovers. Basing on the research at home and abroad, we elaborated the theory of knowledge spillover and set three econometric models proposed by the theoretical hypotheses, according to the current development of industrial clusters corresponding theoretical assumptions. We divide knowledge spillovers into MAR, Jacobs, per capita cost of education and R&D. We use Chinese industrial enterprises database for enterprise data to be divided. After screening indicators of industrial clusters in Liaoning Province, we ultimately selected 63 industrial clusters for the panel data from 2005 to 2007 in Liaoning Province regression and build an empirical model. What’s more, this paper also introduced the dummy variables of technical level and geographic location and investigated the impact of different skill levels and different locations on cluster innovation capability, tested theoretical assumptions of the old industrial bases’cluster innovation. The results showed that knowledge spillovers within industrial clusters is positively correlated with cluster innovation capability, and knowledge spillovers between industrial cluster has no significant effct on innovation ability of industrial clusters. On this base, we further divided industrial clusters in Liaoning Province into four regions, investigate the influence of each variable in different regions on the cluster innovation ability, the regression results of the study results is slightly different from the full sample. Finally, we summarize the relationship between knowledge spillovers and innovation ability and make recommendations on the promotion of industrial clusters innovation.
