Study On Sustainable Utilization Of Fisheries Resources In The Bohai Sea

Bohai Sea is our country’s inland sea, water exchange is relatively slow and the capacity of self-purification is poor. Haihe River, Yellow River and other rivers has been bringing abundant nutrients and plenty of foods from the land, so that the Bohai Sea has become fish and crab’s natural feeding and spawning ground and migration route. However, the lack of effective regulation of the fishing industry makes fishing in the Bohai Sea fishery is in a disorder fishing state over a long period, which leads fishery resources into a state of failure in recent years. The rapid development of coastal industry in the Bohai Sea has increased its pollution, and marine pollution has further exacerbated the decline of fishery resources. Therefore, the Bohai Sea fishery is already in a precarious situation. Protecting the marine environment and restoring the fishery resources of the Bohai Sea is imperative.The purpose of this paper is by studying sustainable utilization of fisheries resources in the Bohai Sea,using ecological compensation method to improve the dilemma faced by the Bohai Sea fisheries,and to achieve the sustainable use of fisheries resource in the Bohai Sea. The article use theoretical analysis combined with application analysis and qualitative analysis combined with quantitative analysis and case analysis.The specific content of the article is divided into the following sections:The first part is an introduction. This section firstly explains the background and significance of the study, and then summarizes the status quo of the sustainable uses of fishery resources and the practices of ecological compensation at home and abroad, and an overview of the content and methods of this article is drawn. The innovation and the lack of this article are revealed at the end of this section.The second part summarizes the theoretical basis and influence factors of the sustainable use of fisheries resources, then after analyzing the problem of Bohai sea,the third part proposes to use ecological compensation to save the problem of Bohai sea and to achieve sustainable development of Bohai sea fishery resources.The fourth part takes Japan, Canada, Norway and the United States as examples and then introduces the advanced experience of fishery ecological compensation in developed countries, and a comparison is made with our compensation system. What we can learn from the advanced experience including improving fishing laws and regulations, the establishment of effective management institutions, formulating strict penalty measures for illegal fishing and introducing the market mechanism to implement the program of fishing license and the buyback of fishing boat.Section five is the core part of this paper. This section attempts to build the fishery ecological compensation system of the Bohai Sea. The main content of the fishery ecological compensation system in Bohai Sea is discussed from four angles, and they are the compensation subject and object, the source of the compensation fund, identifying the compensation standards and the way of compensation. HEA model is used to attempt to estimate the functional value of fishing ecology service of fishery ecological compensation in Bohai Sea in the subsection of identifying the compensation standards.The sixth part discusses the possible problems in the process of constructing the fishery ecological compensation of Bohai Sea, including the problems of legislation, the problems of the division of rights and responsibilities, the problems of raising compensation fund, and the lack of the emergency mechanism of incidents at sea. Then recommendations are given according to these problems, including improving laws and regulations, defining the ownership of marine resources, innovating fund financing model, establishing the emergency mechanism of maritime incidents, and installing cross-administrative area fishing management bodies.Part seven is the case study section of this paper. Taking the construction of the "marine ranching" in Lao Shan Bay, Qing Dao as an example, where is geographically located in the Yellow Sea. A comprehensive analysis of the fishing ecological compensation system implementation in the region is made. The problems of who is the subject and who is the object, where the compensation funds come from, what the compensation standards, and the forms of implementing ecological compensation held by the government of Laoshan District.The last part is the conclusion of the paper. The conclusion is made upon the above analyses:implementation of ecological compensation is an effective way to solve the declination of the Bohai Sea fishing resources and realize the sustainable development of fishing resources. Government should improve the relevant legal system and establish Chinese fishery ecological compensation system.
