| The fishery resource in Yellow River area is an important component of Yellow River ecosystem. In history, the fishery resource in Yellow River area is very abundant. And it takes an important role in the effective supplyment of the aquatic products. However, with the industry and agriculture's development, the influence of water area pollution, the construction river project and the excessive refloatation, the fishery resource in Yellow River area decayed badly.Coreius Septentrionalis, Huanghe Saury and other precious fishes are difficult to find, and even disappeared. The production of fishery was effected badly. Adhere to the scientific concept of development, construct the ecological civilization, and achieve the coordination of people and natural resources, which are the important missions of our country's economic and social development at present. Strengthening the management of the fishery resource in Yellow River area conscientiously can not only protect the fishery ecological environment of our mother river, realise the fishery's health and sustainable development, but also it has great significance in accelerating and promoting the Yellow River area's economic and social development.By making the field survey, visiting the fisherymen of the Yellow River and look up some relative information, helped by some results of scientific, we know and master the present situation of fishery resources in Yellow River and the basic status of fishery management. Adopt canonical methods of analysing, research and discuss the main reasons of fishery resources' decaying of Yellow River and the main problems in continuable utilization. I put forward a set of integrated and systematic strategies of the fishery resources management in Yellow River and the methods of ecological environment management, so as to achieve the effective protection and the fishery resources' reasonable utilization in Yellow rive, realize continuable utilization and promote the economic development of fishery in Yellow River.1. According to the researches of 1980s, there were 191 species or subspecies of fish totally in Yellow River, but there are 82 kinds that can be fond at present. Generally speaking, the kinds of Yellow River fishes are descending obviously, the amount of resources is decaying badly, the products of fishing are decreasing sharp, and the fishing captures are more and more less and younger. The main reason is that the fish living environment has been badly destroyed by the water pollution and the construction of the water conservancy and the electricity. The amount of capture surpassed the recovery ability of fishes.2. At present, in Yellow River area there are 5,380,000 acres Aquaculture area, 27512 fishing boats, 246 fishery management departments, 2405 fish law enforcement officers. Over the years, under the guidance of Fishery Bureau of Agriculture Ministry and Fisheries Law Enforcement Command Center,the leadership of local government, executed the Fisheries Law and the Outline of China Water Living Resources Conversation Act,we took methods to protect fishery resources and environment, strengthened the construction of fish law enforcement power, and got better achievement.3.The main problems of the sustainable utlization in Yellow River fishery resources are: Firstly, the water area environment ia deteriorated and polluted badly, the fish living environment is destroyed seriously, the water area environment is changed by the construction of water conservancy and the electricity. Secondly, illegal fishing in some reaches and places is very serious yet. Thirdly, the system of fishery management is not sound, the law enforcement is dispersive and weak. Fourthly, the immigrants from other environment invade seriously. Fifthly, the laws and regulations of fishing are not perfect.4. Nowadays, the main methods and regulations of fishery resources management in China are: Firstly, fishing forbidden system, which concludes the forbidden area and forbidden period. Secondly, fishing power control system, which concludes "double control" system of ocean fishing vessels and the control system of fishing equipment and methods. Thirdly, Protected Zone system, which concludes nature protection areas of wild animals and plants in water and aquatic genetic resources protection areas. Fourthly, the system of fisheries enhancement and releasing. Fifthly, the system of catch quotas. Sixthly, the system of fishing permission.5.This thesis proposes the strategies and measures of fishery resouces management systemically from the whole. Firstly, under the guidance of the scientific concept of development, adhere to the theroy of sustainable development,propagandize widely, arouse the attention of the whole society. Secondly, change the management concept, confirm the aim of management, stick to the principle of protection priority, expand the enforcing area. Thirdly, transfer the keypoints of works, from caputure management to fishery water area environment protection, develop the fishery environment rehabilitation and the constuction of fishery protection area. Fourthly, consummate the system of fishery management constantly, strengthen the unitive fishery enforcement. Fifthly, actualize the stratagem of fishery rise by science, increase the support of technology. Sixthly, construct the ecotypic and leisure fishery, reduce the requirement and press from the natural fishes. Seventhly, regulate the system of fishery management, reinforce the enforcement. Eighthly, build the unitive law , regulation and system for the whole Yellow River area. |
