With the development of technology, the technical difficulties of projects are increasing, so how to prevent and control risks effectively has become the decisive factor that affecting projects costs and qualities. Education is the cornerstone of a national rejuvenation and social progress, and is the fundamental way to improve the quality of the people and promote the comprehensive development of the humans. As an educational building project, Primary School Sports Hall Construction Project in Jinan Dikou has far-reaching social influences and social benefits, so risk management of the construction project is particularly important.Firstly, this paper introduces the background and significance of the study, and reviewes the domestic and international status about project risk management, and describes the main contents and framework of the research, and introduces the research methodology, goal and the main innovations of this research; Then starting from the theory of project risk management, this paper summarizes the relevant concepts and features, and describes the process of project risk management; Then this paper introduces the background, overview and environmental analysis of Primary School Sports Hall Construction Project in Jinan Dikou; Then according to the three steps of risk identification, risk assessment and risk control, and using of Expert Evaluation Method and AHP, this paper analyzes and evaluates the risk factors of Primary School Sports Hall Construction Project in Jinan Dikou, and gives the conclusion that the descending order of the impact degree in these nine risks is: inflation, construction plan, education policy, construction climate, construction coordination, exchange rate risk, business subcontracting, construction hydrology, construction geology, and the impact of inflation is significantly larger than the other risk factors; At last, combining the widespread problems during construction of public buildings, this paper proposes strategies and action items about risk control.This paper mainly has these following research conclusions:Firstly, among economic policy risk, natural risk, and operational risk, economic policy risk is the most important factor affecting the overall risk of the project; Among inflation risk, exchange rate risk, and education policy, which are included in economic policy risk, the impact of inflation is significantly larger than the other two risk factors; Among construction climate, construction hydrology, and construction geology, which are included in natural risk, the impact of construction climate is significantly larger than the other two risk factors; Among construction plan, construction coordination, and business subcontracting, which are included in operational risk, the impact of construction plan is significantly larger than the other two risk factors. Secondly, the overall risk score of Sports Hall Construction Project is 0.3512, and the score is at a low level, so during the construction process of this project, as long as we pay enough attention to the major risks and try our bests to reduce them to a lower risk level, we will ensure the smooth progress of the project construction.
