This study is intended primarily for the problems of current systems and organizational structures of water conservancy projects, such as, the existing laws and regulations that are not sound, quality of the personnel being generally low and the lack of feasibility studies for some projects, and many other issues. After a special analysis on the current situation of projects managements at home and abroad, we carried out a detailed analysis and combined the characteristics of China’s water conservancy engineering project management system. Through the application of EPC mode (that is, design procurement and construction contract) and a series of modern management concepts, procedures and methods, using advanced management technologies and modern management methods, we make an analysis on China’s water conservancy project construction management system and organizational structure of the study on the planning, organizing, coordination and control. At the same time, according to the external environment and goals of the characteristics of project management organization and different organizational structures in the office, we made a reasonable division of the positions and duties. Through the rearrangement of management processes, addressing the age-old issues in the system that have been restricting the development of water conservancy in China, such as, the management system is not smooth, management mechanism not alive, extensive management and many other issues. A modern and sustainable water conservancy system, namely, categorized the nature; strictly setting a quota for the posts; regulating the financial payments, strengthening financial management; promoting internal reform, implementing the separation between regulations and financing. Relying on the successfully engineering project "Yellow River to Tianjin", making a detailed introduction on a series of key projects, such as, the cofferdam project, sluice project, concrete and reinforced concrete engineering project and electrical and mechanical equipment installation engineering projects, we illustrate and testify on the practice on modern hydraulic engineering project management system reforms carried out in China. "Yellow River to Tianjin" project is one of the few large water projects in North China. The successful operation of water of the Yellow River to Tianjin project, not only ease the water crisis in Tianjin, but also improve the entire water network in North China, bringing the Canal that have been dried up for more than 30 years back to life. More importantly, every year these more than 400 million cubic meters of water not only guarantee the Tianjin urban drinking water, industrial water and ecological environment security, buy also promote the Dezhou city "South into North" strategy, which is of great significance to the economic development and safeguard social stability of the entire North China. Therefore, the paper has theoretical and practical guiding significances on the reform on China’s current management system of water project and the overall level of development of Water Conservancy in China.
