Over the thirty years after reform and opening, our country’s economy and GDP has developed rapidly. At the same time, the protection of the environment pressure increases gradually, the problems of resource consumption and environmental pollution are increasingly outstanding. The situation of energy saving and emissions reduction is still very serious in "Twelfth Five-year Plan", and the task is very difficult. As an important provinces and demonstration area for industrial transfer in Midwest, Anhui province bears the rise of central China. While developing its industry and economy, how to do a good job of energy conservation and emissions reduction, especially the industry of saving energy and reducing consumption, promote the industry cycle, reduce the damage to the environment, is a common concern problem to the industry. Therefore, it is of important research value to evaluate the effect for industrial energy conservation and emissions reduction in Anhui province.On the basis of investigation and research about energy saving and emission reduction of industry in Anhui, this paper studies three main problems:How to establish an indicator system of energy conservation and emission reduction of industries; How to evaluate performance on industrial energy conservation and emission reduction of Anhui; How to predict the amount of evaluation indicators of energy conservation and emission reduction of industries for Anhui and determine whether it can reach the target in "Twelfth Five-year Plan".There are some things in order to solve the three problems:Firstly, this article analyzes current situation of the industry in Anhui Province. Then it raises unresolved issues. According to the principle of establishing indicator system, it establishes the indicator system of energy conservation and emission reduction of industries for comprehensive evaluation. There are four new indexes in the system. Secondly, collecting relevant statistical data for industrial energy saving and emission reduction of Anhui in 2005-2013, the paper studies the effect of industrial energy conservation and emissions reduction in Anhui province by using osculating value method. The result shows that the effect of energy conservation and emissions reduction in Anhui province increased in a fluctuating tendency in nearly nine years, while the best situation is in 2008. Finally, using data of urban industrial energy saving and emission reduction from 2010 to 2013, this paper forecasts the next two years’main index value about energy saving and emission reduction of Anhui, applying the model of GM(1,1) in gray system theory. Comparing with the target of provincial government:in 2015, Anhui will complete over the task formulated by the state energy conservation according to these two indicators called chemical oxygen demand and industrial energy consumption per unit of GDP. While for SO2, the situation is not optimistic because it just to finish the target. Therefore, reducing industrial energy input is still be the key of energy saving and emission reduction of Anhui during the period of national "Twelfth Five-year Plan".In the end, based on the results, pertinent policy suggestions for promotion of energy conservation and emissions reduction are put forward for Anhui province undertaking industrial transfer.
