The article lists the several problems according to the author’s practical work such as the waste of human resources, the complexity of business processing, the inconsistent vocational level, and the lack of business supervision. With the purpose to solve the risk controlling problems, the article proposes solutions and designing for those targeting objectives. Meanwhile, enhancing the ability of staffs, adapting requirements with the development of business, establishing the long-term management mechanism of risk controlling and strengthening the ability of emergency processing are strongly needed in the risk prevention and controlling of business operation in Bank of China.Finally, in this paper, the feasibility of centralized authorization, the scale of business, the support of technique, personnel allocation and information resources are deeply analyzed and discussed. The article achieves a estimation of costs. According to the result, the article makes a conclusion that the implementation of centralized authorization is the best solution for the risk controlling and prevention in the business operation in Bank of China, Liaoning Branch.
