With the development of science and technology,the environment domestic and foreignenterprises in has changed. On the business of our country increasing requirements.Thedegree of standardization our country require has incresed. At this time, managementperformance evaluation on strengthening internal management to guide rational investmentamong investors play a growing role.Under this kind of background, only the developmentof financial indicators of the traditional performance evaluation system emphasizing financialindicators is no longer suitable for enterprise. Thus China will gradually apply theperformance evaluation method of USA balance score card to domestic enterprises. China’sgradually BSC performance evaluation method applied to this end to the United States amongdomestic enterprises. BSC is first study present in the1990s by Harvard University ProfessorKaplan and Norton. They studied the Balanced Scorecard to break the limitations oftraditional performance evaluation methods, not only emphasizes the importance of financialindicators system, will customers, business processes and reengineering, learning anddevelopment is introduced into the evaluation process. Therefore, in the current economicbackdrop, the Balanced Scorecard performance evaluation method is more suitable forenterprise applications. Chinese enterprises are usually in the use of the Balanced Scorecardperformance evaluation method, only the spatial dimension to analyze the four dimensions,which may be confined to people’s way of thinking, so that the application of the BalancedScorecard performance evaluation method can not be good business thorough understandingof its applicability. Then it put forward a balanced scorecard that companies will be dividedinto multiple levels in monthly, quarterly, annual using of different indicators which toanalyze their performance system over time. Therefore, we will expand into atwo-dimensional BSC-dimensional space, the horizontal axis is the four dimensions ofspace-level (usually studied the financial indicators and non-financial indicators), and thevertical axis is the level of the four dimensions of time (time financial indicators andnon-financial indicators on), so that when we analyze the results of the Balanced Scorecardperformance assessment, either separate the four dimensions of space and time, but also wewill be able to analyze it together. Through the study of this subject, we can from time, space, three-dimensional spaceto a two-dimensional analysis of the Balanced Scorecard in the enterprise application andreasonable, since we can further understand what is truly balanced scorecard, we will forBSC theory itself has a deeper, more intuitive understanding.Theoretical research, case studies and analysis of financial indicators is the mainresearch method. Building new meaning in BSC theory, based on the four dimensionsincluding space, time, four dimensions. In order to test the feasibility of two-dimensionaltheory of three-dimensional space of the Balanced Scorecard. This paper selected AB Steel Co.case study. AB Steel Ltd. of Balanced Scorecard in the construction of a new sense, wascarried out in detail.The successful implementation of the case, and to verify thefeasibility.This also verified the information a higher level of resistance, the amount ofinformation more comprehensive, more accurate conclusions and practical application of ahigher value this Balanced Scorecard has a higher hierarchy. It can improve the developmentof standardization of the steel industry, and effectively improve the overall level ofdevelopment of China’s iron and steel industry.
