In2008, the global financial crisis makes the global economy suffer a serious blow, so each country accelerates the pace of economic structural adjustment by implementing national science and technology strategies. Some of the major developed countries compete for the commanding heights of emerging technologies, and thus regard science and technology innovation investment as the most significant strategic investment. Moreover, in order to revive the local industry, the European and American developed countries carry out re-industrialization strategy by developing the emerging industries, encouraging scientific and technological innovation, supporting the development of small and medium-sized enterprises. The economic impact on China is also hard, such as external contraction and excess capacity. So some industry enterprises run into trouble. In face of crisis, making clear the future direction of China’ economy, changing the economic development mode and adjusting the industrial structure are all very urgent and prominent problems. Strategic emerging industries have significant potential of technology innovation and strategic development. They are inevitable choice to upgrade industrial structure and make economy endogenous growth. Therefore, the strategies research on strategic emerging industry development has crucial theoretical and practical value.Closely around the background of re-industrialization of the developed countries and post-crisis era, this paper makes a research on the countermeasures for the development of strategic emerging industries in China. Firstly, makes a systematic carding about the achievement of strategic emerging industry development by introducing the connotation, division, strategic positioning. With reference to the planning of strategic emerging industries in our country, this paper makes a comparison and analysis about the current situation of China’s seven major strategic emerging industries from the perspective of before and after"re-industrialization "Secondly, based on the present situation, summarizes the overview of the development of strategic emerging industries in China, analyzes the reasons for the problems our strategic emerging industries facing and thus constructs a "diamond model" to constitute the basic way to break through the development dilemma from a policy point of view. Then, makes a case study about the photovoltaic industry in three phases:before Double anti-crisis, in Double anti-crisis and after Double anti-crisis. And make detailed analysis of China PV industry development status by using nonparametric test of two related sample inspection method to verify the influence of the "Double anti-crisis". By comparing the three phases, makes a detailed analysis about the status of photovoltaic industry in China. Therefore, based on the results of comparison and the domestic and international economic situation, combining planning and positioning of photovoltaic industry in our country, this paper positions the reasons for current predicament by qualitative and quantitative methods. In the end, combining with the breakthrough of the dilemma of strategic emerging industries, makes recommendation for the development of strategic emerging industries in China.This paper makes a research about the development situation of strategic emerging industries in our country under the background of "re-industrialization" and summarizes path to break through development predicament by five aspects:research and development policy, marketing policy, talent introduction policy, financial support, fiscal policy support. And then makes recommendations about the development of strategic emerging industries in our country, which is beneficial to break through the development bottleneck, enhance the overall competitiveness, especially has strong reference for the current plight of the photovoltaic industry.
