New urbanization, proposed based on the summaries of the lessons learned in the process of the development of the traditional urbanization, is a new development mode with Chinese characteristics. Currently, the urbanization level of the western area is far behind that of the eastern area. Moreover, its development of economical society is seriously restricted by its unreasonable urban scale structure. It is urgent to explore a new urbanization development mode to deal with the risk and challenge that urbanization is facing.This thesis describes the research significance and theoretical background of the urban agglomeration oriented development strategy of the western area, and also defines the spatial scope of the nine urban agglomerations in the western area, based on the basis of the existing research on the development of new urbanization, with the combined of the unique circumstances of the western area. Then this thesis presents a descriptive statistical analysis on the urbanization level of each of the urban agglomerations in the western area, and constructs an evaluation index system of new urbanization from population structure, economic development, social harmony and environment. In addition, this thesis calculates the common factor score and the comprehensive score of the urbanization level of each urban agglomeration in the western area by using principal component analysis (PCA) on the sample data of the nine urban agglomerations in the western area. Among the nine urban agglomerations, the comprehensive level of new urbanization of North Slope of Tianshan Mountain urban agglomeration ranks first, with the highest urbanization rate. Sichuan-Chongqing urban agglomeration and Hohhot-Baotou-Erdos-Hubei-Yulin urban agglomeration ranks second and third, respectively. Each urban agglomeration’s rank based on the six common factors shows that the new urbanization development of the urban agglomerations in the western area is unbalanced. Moreover, each urban agglomeration has its comparative advantages and weaknesses. All of these provide theoretical and practical basis for the following development of new urbanization in western area.
