"Smart City" is a further extension of the digital city, using such big data, cloud computing, networking, and other next-generation optical network of advanced information technology, to process the urban core systems running restructuring optimization, and then achieve the seamless connectivity across the city linkage and collaboration functionality of the system between people and things, quickly and efficiently serve people’s livelihood of the areas, environmental protection, public safety, business activities, and build efficient, safe, convenient, green urban form, finally create a more comfortable convenience of city life for the public.With the rapid development of global information process, the government and related organizations around the world have introduced the use of information technology to promote the healthy development of the magnificent city of the future plans. Today, the world has more than 100 cities in vigorously promoting the wisdom of the city’s practice and exploration, our government has followed the rhythm, lead and actively introduce relevant policies to promote the rapid development of the wisdom of the city, many domestic cities as the construction of smart city the most important tasks of the government, in order to promote the rapid development of strategic emerging industries, industrial transformation and upgrading of the old city and the public service and operational efficiency, and thus successfully achieve their goals by leaps and bounds.Smart City is currently still a new subject, the wisdom of the city’s construction abroad mostly for exploration and research stage, so far there are still not any successful cases that can be used and learned. This paper studied the definition and meaning,analysed the domestic and foreign intelligence analysis profiles of urban construction, and then came to the main features of the wisdom of urban development, and then came to the comparative analysis of the city’s domestic and foreign intelligence development, summarized the Zhoushan wisdom of urban construction for a positive experience for reference.On the current level of development of information technology in Zhoushan City, the local has had the basis and condition of the wisdom of urban construction, by analysing the need for the development of smart city of Zhoushan, researched suggestions of Zhoushan construction of smart city. Around the urban development orientation of "Make the city Smarter and Better", highlighting the features and advantages of the city Economic Area brand, location advantages, potential for development, environment and resources. In the process of construction of smart city, Zhoushan City in the early construction to give full play to their advantages, focusing on the theme of wisdom, and then be extended to the wisdom of the main line of the field, thus promote the rapid development of a comprehensive smart city.
