Realize real-time sensing, inter-connection and city’s functions link to citizen needs at any moment, so as to make intelligent response to the people’s livelihood, public security, environmental protection, public transportation and other city demand, achieve an efficient, eco-friendly, sustainable city development.Since "Smart city" concept was put forward, the world’s governments and organizations have proposed construction project of "Smart city", try to promote city development by apply new generation of information technology. The development of China’s government also leads to Smart city in close study and positive, a lot of city of our country will promote the Smart city construction as an important opportunity to adjust industrial structure, develop strategic emerging industries, improve public service and management, to achieve leap frog development of city, put forward the development direction of Smart city.As the Smart city is still a new field, the construction of domestic and foreign Smart city in the exploration stage, there is no mature sample can learn from. In this paper, after in-depth study of Smart city correlation theory, exert model analysis method, content analysis and method of comparative analysis, composite of foreign Smart city development situation, to extract the smart of Huai’an city construction strategy aimed at Huai’an urban infrastructure construction and urban develop demand.In this paper, a total of five chapters. Second, strengthen transportation advantages in Huai’an, highlight city’s characteristics. Third, improve city’s service and management, convenient everyone’s life. Fourth, cultivating Smart city industry, improve urban ’s innovation, technology, talent advantage.
