Cultivated land resources is scarce, and cultivated land per capita is small. With theeconomic and social development in China, the arable land is occupied by non-agriculturalactivities, and quality of cultivated land is also deteriorating. It is an important way toprotect the safety of food that we evaluate cultivated land utilization and tap into potential ofused cultivated land.Based on correlation theory and research methods at home and abroad,this paper tookthe38counties (Districts) in the southeast of Gansu province as object of study, andestablished an assessment index system for cultivated land intensive utilization from theperspective of cultivated land utilization and investment. The study used the entropymethod to evaluate and compare the cultivated land intensive use in2011. We analyzed thespatial difference of the degree of cultivated land intensive use according to thecomprehensive evaluation results, and further discussed the weakest factors that influencethe degree of the cultivated land intensive use. Then, the study proposed the effective waysto enhance the cultivated land intensive use. The main results of this study include:(1)The level of Cultivated land intensive use was significant different in Qingyang,Pingliang, Tianshui, Dingxi and Longnan city. The Qingyang district’s assessment score wasthe highest in38counties (districts), while Zhang county’s score is the lowest. Due to theinvestment strength of agricultural science and technology, means of production, machineryand electricity power was higher, the degree of cultivated land intensive use was integrallyenhanced.(2) According to the results of clustering analysis, cultivated land intensive usedegrees of counties (districts) could be divided into4classes: highly intensive, moderateintensive, commonly intensive and low intensive. Economy is relatively developed in thehighly intensive region. various inputs and high utilization efficiency of the cultivated landwere relatively abundant. Cultivated land utilization was better in moderate intensive area.All kinds of factors were lack of different level in general intensive county (district).Cultivated land utilization degree was poor, and it was lacked of various inputs in lowintensive area. (3) The cultivated land use degree of Heshui county, Wudu District and other threecounties are not high, it becomes local weakest link factors. It should focus on landreclamation, increase the total amount of arable land, improve cropping index,mechanization rate of arable land in the future. The cultivated technology of Zhengningcounty, jingchuan county and other five counties are lagged behind, it becomes the weakestlink factors.so it should increase investment in farmland technological factors, introducenew agricultural technologies. Zhenyuan County, Lingtai County and other six countiesneed to improve the mechanical and electrical elements per unit area. Xifeng distict,kongtong distinct and other three counties need to improve the number of rural labor toincrease the weakest link. The weakest link factor in Ningxian county, qingzhou distinct andother six counties are lack of factor inputs. It need to increase moderately fertilizer, mulchand other arable production inputs. And Huan County, Huachi County, Zhang County, Mincounty and Tanchang county need to improvee Cultivated land utilization and increase thevarious elements of the investment.
