Small and micro businesses accounted for over90%of thetotal enterprises in our country, and they have irreplaceable role in employment,economic, science and technology, social harmonious stability. Small and microbusinesses have important strategic significance to the national economy and socialdevelopment. Compared with large enterprises, small and micro businesses havebigger gap in the management system, talent and capital, and these lead to itsdisadvantage in market competition. In other words, small and micro businesses areeasy to go bust because of the large enterprise competition, and also restricted thefurther development. Since2011, various level governments pay high attention tosmall and micro businesses, and issued a series of supporting policies. This paperargues that the key to the development of small micro enterprise is to improve theentrepreneurial capacity, and every support policies should be implemented toimprove the ability of entrepreneurial. Therefore, this paper discuss small and microbusinesses from the angle of enterprise ability evaluation, hoping the government canmore clearly know small micro enterprise business ability, making more appropriatesupport policies.First, this paper define the concept of small micro enterprise entrepreneurialability, and reviewed the related research on small micro enterprise entrepreneurialability. In2011, the ministry of industry and information technology departmentsredrawing medium-sized enterprises, clearly put forward the concept of microenterprises. This article consider that small micro enterprise is generally referred ofsmall and micro enterprise. The so-called small micro enterprise business ability,refers to the ability of small micro enterprise entrepreneurs or business team,discovery, grasp and use entrepreneurial opportunities,and integrate entrepreneurialresources.Second, building the scale of small micro enterprise business ability.Constructed on the basis of related research, contains the scale of small microenterprise business ability, contain opportunity recognition ability, innovation ability,resource integration, strategic ability, relationship and commitment ability, learningability,and these dimensions contain23questions in all. The scale has good reliability and validity.Then, constructed the comprehensive evaluation model of small microenterprises entrepreneurship. Using this model, evaluated taian county, haicheng city,xiuyan county, and anshan city center. Using this model, evaluated different industry’ssmall micro enterprise entrepreneurial ability. Studies have found that the highestentrepreneurial ability is anshan city center’s small micro enterprise, and construction.Finally, based on the comprehensive evaluation model and the evaluation resultsof different areas and different industry, puts forward some suggestions for anshanrelevant government department. The support policy should be prioritize, andeffective improve the small micro enterprise business ability. The support policyshould be tilt to county, and promote the balanced development of regional smallmicro enterprise.
