Utilization Of Urban Underground Space Research

At present, China is in the period of rapid urbanization. With the acceleration ofurbanization, a series of problems is following, such as traffic congestion, environmentalpollution, inadequate infrastructure etc.They all factors that limited the urban development byrestricted the operation of the system functions and the promote of urbanization process.Rational development of urban underground space-building three-dimensional city, is aneffective way to solve the issue of this series is to promote urban land use, increasing thecapacity of the city.And that is also an important direction for the city to achieve sustainablesocio-economic development. Major cities in China (Beijing, Shanghai, Hangzhou and otherplaces)all tried to alleviate the problems of limitation in urban space,by the means oflarge-scale development and utilization of urban underground space. However, when thesecities undergoing large-scale development and utilization of urban underground space,alsoexposed many problems in management of urban underground space.For instances, policy andlegal system is imperfect, regulatory agencies are not clear, the development of undergroundspace utilization is low, lacking of knowledges on undergrounds.Based on space right theory, urban intensification theory, decision theory andprogressive location theory, with the basis of the domestic and international management ofurban underground space,analysis the problems of underground management.And thenexplored a suitable method of management system about underground,from existing legalsystem, the establishment of underground space management mechanism and developmentmodel, then strengthen the management of urban underground space.Improvement of urban underground space regulations and a unified manage bureau is thefundamental way to solve the chaotic situation now. However, due to the national level lawsand regulations promulgated cycle is very long, has led to the need for local policies on urbanunderground space development and utilization and constraints to guide short-term, alsoleads to local governments-establishing regulatory agencies.This paper analyzes the urbanunderground space development model, from the air defense system works, underground railsystems, public underground pipelines, underground commercial space, undergroundmunicipal facilities. And gave some specific recommendations on how to strengthen the management of underground space.
