The number and range of cities are also increasing with the progress of human civilization and society. It is an inevitable tendency for future cities that develop from ground to upper space and then to underground space. It is necessary that the issue of land price is considered when confirming and dividing the rights and range of underground space, as urban underground space belongs to the state-owned assets in our country, with the development of underground space. The development and utilization of underground space is basically in a state of "free" at present, therefore, it is undoubted that a series of new problems of land resources will be presented. So, it is important that the price assessment method of the land use right of the urban underground space is studied, it can establish a price of the land use right of urban underground space and ensure compensable use.Based on the assessment methods of commercial land use right prices of urban underground space, the assessment methods of the basic value on the use right of urban underground commercial land and the price of land parcel on urban underground commercial land be mainly researched, taking Changsha city as an example,. The main conclusions as follows:(1) Based on the existing basic value of commercial land on the ground of Changsha city, the ratio coefficient of the ground to underground space of land use benefit was established using the method of ground floor price ratio, a set of basic price for commercial land is calculated on underground space at Changsha city.(2) Price assessment model for different depth of the underground space use right was established by using surplus method, it can be applied to commercial land for development and construction of underground space, such as Yinpen Road, Xinmin Road, Chezhan Middle Road, Jiefang Road, etc that in the planning of civil air defense engineering an Changsha city.(3) Yield reduction method can be applied to the areas that the shops leasing more active in underground space, such as Jinmandi, Dadushi commercial street, etc that the commercial streets underground having been completed,but the land reduction rate and parameters determination is difficult to objectively be grasped.(4) It is hard to meet the application of the market comparison method that the current domestic market for underground space development is in the initial stage. In addition, the feasibility of cost method as the way of cost accumulation assessed for the use right price of underground commercial land is low, not only for it is difficult to exploit the underground space and grasp the cost, but also for the price can’t be increased with the increase of costs.
