Design And Implementation Of Text Mining System For The National People’s Congress Proposals Processing

In recent years, our country has accelerated the construction of a socialist legal system, which puts higher requirements on the quality of legislation, and also brings new challenges to The National People’s Congress on performing their duties efficiently. The National People’s Congress proposals processing is facing the new challenges, including accelerating the processing speed, widening knowledge, improving accuracy, and changing the out-dated way that only relies on man power and experience. Therefore, we should build up an automatic processing system using information technology to deal with the National People’s Congress proposals and other legal texts involving in the legislative process. This will summarize the comments of legislation and amendments more efficiently and enable a more reasonable and scientific decision making, to support the National People’s Congress to fulfill their duties of legislation.Based on research on the National People’s Congress proposals, this thesis designs and implements a text mining system for the deputies’ proposals processing of the National People’s Congress. The main contents of this thesis are as follows:(1) Summarizes the National People’s Congress’ background and current situation of the proposals processing, researches the development of text mining technology at home and abroad, focuses on the analysis of the existing problems, and proposes the significance of system construction;(2) Analyses the demand of text mining system for the National People’s Congress’ proposal processing, including business processes and requirements of functions and performance, based on which we present a system design, showing the principles, structure and function modules;(3) Finishes the design and implementation of each function module, including the similarity detection module, the semantic association module, the automatic classification module, the automatic clustering module, the motion management functions, the system management functions and so on;(4) After a series of tests of function, reliability and capacity, it is confirmed that the designed functions have been achieved, and the response time reaches a predetermined target, which verifies the effectiveness of the system.The text mining system can provide the handlers of the National People’s Congress’ proposals processing with more effective information support and assist the work of the proposals handling, law amendment and legislation. As a result, it improves the efficiency and service quality. Successful application of the system can also be set as an example for the similar projects development of the people’s congress at all levels.
