Along with the popularity of researches on location based services in the recent years, navigation services have been rapidly applied in various mobile devices. As the ubiquitous public indoor spaces are getting larger and more complex to meet today’s practicality demands, and moreover, people spend more than 80 percent of time staying indoors, all these make indoor navigation a quite appealing research area with great demand and potential. However, GPS, the most commonly used location and navigation technique could not easily go through indoor environments, researchers have to find other ways to meet the indoor navigation demands. Wi-Fi networks with the advantages of low-cost, easy furnish and high accuracy become currently one of the most widely used technology to be applied in indoor positioning and navigation area.This paper illustrates a requirement driven indoor navigation service system basing on mobile inner sensors and Wi-Fi conditions, which does not focus only on the locations and positions, but also on the person or events that are related to the locations. By analysing the different methods and services that users may be demand for, the system is designed to provide navigation services according to events, employees, public equipment and complex students’ management helping services. The functional requirement of both android client part and server management part are analyzed and designed, a BPMN model of expressing typical business process is built to show the detail of complex business process execution through the system. Then the classes, database and interfaces are designed to support the system. Start from the executing and developing environment, the implementation of indoor maps building, fingerprints storage, client part and server parts’ development is introduced, a component diagram is also presented to show the linkage of different part of the system.Finally, some scenario based testing use cases are defined to certificate the execution of the system, and ensure the correctness and rationality, which made the system meet the basic expectations.
