Among them, the problems demanding emergency solutions are construction and management of government affairs platform, participation of different departments, trusts from the public as well as the coordinated development from the public, and so on.With the rapid development of the network application, government departments in different level have also noticed the convenience and efficiency of E-government based on Internet. So to establish government affairs websites is urgent for many departments in local government. More over, part of the public are still confused and puzzled about some achievements and regulations of the government. So it will be helpful to provide more information on government affairs for the public and be helpful to exchange information if a convenient and concise platform is constructed.The system developed in this thesis is an E-government system for government departments in ShenBei New District. It takes charge of latest news releasing, recruitment information releasing, and so on. The system can also provide the E-government opening to different departments, and provide communication plat among the government departments. Further more, it can provide public services for users who are not in government departments, which will be helpful for public. Based on this system, we will make the government affairs timely, fast and transparent. And the public can supervise and check the ability of decisions making and execution of the government policy. So the public will get a better understanding about the work of the government execution. Consequently, it will enhance the public’s trust and recognition to the government work.This system mainly focuses on the news management, checking and releasing; the release and management of the notices and announcements; administrating the limits of authority of the users who has the right to release the information; the recruitment information exchange, management and release, and so on.
