Design And Implementation Of The Electronic Document Exchange System Of Sanhe City

With the construction of national E-Government system, all kinds of office systems and business systems have been established by Party committees and governments at all levels. But these constructions are invariably lack of top-level design and integrated planning at initial period, furthermore, constructions always adopt different technology means, take different times and are constructed by different manufacturers. Consequently, Business Island and Information Island are getting harder, resulting in ineffective use of large number of government information. Electronic document exchange system, which is one of the most important methods to make the use of government information effective, can solve the information island problem occurred in E-Government to some extent.In this paper, we analyze the current situation of local E-Government system construction, propose requirements according to advanced foreign E-Government applications. Combining instructions from superior government with actual situation of local office, we choose the technology and platform which are suitable for local E-Government development, establish specifications for electronic document exchange, design and realize the electronic document exchange system.1.Research the suitable interchange specification of local e-government document, and develope an exchange standard of local electronic document so as to make an integrate between new systems and electronic document exchange systems;2.Research the suitable technology development of local e-government: Technical point of view, local government electronic document exchange system mainly used JAVA for code development, using XML for data exchange technology.3.Research the suitable exchange process for local e-government development electronic document exchange, exchange design, the exchange process design, security design, database design, data exchange and technical design. Document exchange mainly used the approach of initiator initiates packaged XML data exchange, receiver receives the XML data, Importing an existing system; Exchange process: Initiator initiates handshake request, receiver response, Initiator sends data, receiver receives the data, receiver replies results; Safe and security mainly consider the data encryption in exchange process.4.Research on the applicability of electronic document exchange system, which includes the work of encoding, testing, deployment and selecting a test unit for pilot running, so as to verify the applicability of this research on local government system and the design of electronic document exchange platform interface. The main work on codes is developing the function of the electronic document exchange system and interface. Finally we accomplish various functional testing and deployment.With the work of designing, development and pilot running of the electronic document exchange system, we have achieved primary success in Sanhe city government system. Furthermore, we verify the feasibility of connecting electronic document exchange platform interface with the early built system. And we also demonstrate the possibility of integrating electronic document exchange system into the newly built system.Electronic document exchange and information integration are gradually becomin g the major impetus for the construction of government information in Sanhe city and fo rcing the city towards new goals.
