E-government Document Exchange Business System Design And Realization

The E-government is public administration reform and one of the remarkable signs of weighing the national competitiveness level, arranged the first place of five applications of" information superhighway " advocated actively in the countries all over the world.The goal of the E-government is to regard network technology as the basic, make use of advanced technology to implement government's online information exchange, information issue, information sharing and information service, improve government's efficiency, offer the open , convenient, high-efficient pluralistic service to the public, promote and accelerate the information-based process of the whole society. The research and development are carried on when implementing the E-government in a lot of developed countries and regions, and have made the corresponding effect. It is the core of the E-government system to handle official business in coordination in E-government.Different from traditional office automated system, the E-government works and emphasizes in coordination of work, sharing of resource, consistency of the interface, etc. It is as joining the existing business process system of every department of the government and bridge of "data detached island ", combine existing business procedure and data, Achieve coordination working mechanism in government affairs. According to the request of project, this thesis focus on the key technology in electronic official document exchange in different department of government, The main contribution of this thesis consists the following several points:1, Give the detailed analysis to the traditional official document, has proposed the official document exchange system framework of E-government based on J2EE.2, Give the detailed analysis to the form of the government document, and on this basis, we has proposed the structure of electronic official document based on XML.3. Made the research in the Pattern of exchanging and exchange procedure of the electronic official document.4, Aimed at the security question in exchanging of the electronic official document, we has proposed some solutions.
