Design And Implementation Of Outpatient Electronic Medical Record System For The New Medical Reformation

With the development of informatization, the modernization level and the comprehensive capacity of a hospital often evaluated by the quality of EMR (electronic medical record). In recently, the domestic EMR has some disadvantages, such as the unstructured record, the separated and unsafe data, the defective function, the disorder data structure. These problems must be solved so that the new EMR can meet the demand of the new medical reformation.According to the new medical reformation, the construction of hospital’s informationization centered on EMR should be promoted. Combined this demand and the current mode of the second affiliated hospital Zhejiang University School of medicine, the design project and implement methods of outpatient electronic medical record system (EMR) for the new medical reformation are described in this thesis. It includes the following aspects:1. Describes the development situation of domestic and foreign electronic medical records, analyzes the present outpatient electronic medical record system in the situation of the new medical reformation problems, combined with the current situation of domestic and foreign counterparts to solve the deficiencies are analyzed.2. An in-depth understanding of the hospital clinical service flow. The flow diagram of outpatient EMR is built and the details are involved to make sure that the function of outpatient EMR is complete.3. Based on above, the whole outpatient EMR system design project including function and database design is presented. Combine Web Service with the technique of XML, the EMR port to other system is designed. All the data’s security and sharing is guaranteed.4. The outpatient EMR is developed by.NET framework. The structured medical histories, integrate view, sharing of doctors and nurses, and medical appointments are the core functions of this system, and they can implemented on the program.When the new outpatient EMR is tested run, doctors and nurses speak highly of the system. It not only helps improve medical quality, but also increases efficiency. Statistics, analysis and study can be well done by the system. It is convenient for patients to see a doctor. The medical error rate can be reduced.Above all, the test running condition of the new outpatient EMR is summarized; the advantages and disadvantages are stated. When we design this project, we should look ahead into the future.
