As the economy of China accelerates and social production grows continuously, China’s overall power has stepped up to a new height. A rich country has made the governmental departments pay more attention on the development of social welfare. Children are vulnerable group, but they are also the future of our country. Among them, disabled and orphan children in the welfare homes are an even more special group. In recent years, Chinese government pays more attention to this special group and social organizations are getting stronger. The concepts of "people-oriented" and "children-oriented" are spreading widely. Many orphan welfare homes are finding other effective ways besides raising orphans in welfare homes. Foster care is the most applicable children-raising way. In September, Foster Care Management Method was issued, which indicated a new chapter of foster care undertaking. However, there are still some problems in local areas that have harmed the rights and interests of children.The author mainly uses methods of interviewing, teamwork and researching historical records. The interviewees were stuff members working for foster care system of welfare homes, including director of foster care department, principal of foster care school, social workers and foster care parents. Teamwork included foster care children team and parent-child team. This thesis has five chapters. The first chapter introduces the background, significance, subjects, methods, concepts, reasons as well as the literature review of foster care; the second chapter summarizes the history and current situation of foster care at home and abroad; the third chapter illustrates in detail the department structure and foster care process involved in the cases of this thesis; the fourth chapter discusses the current situation and existing problems across three time periods, namely before foster care, during foster care and after foster care or foster care suspended, and also across three subjects, namely foster care children, foster care families and foster care social workers; the fifth chapter makes some suggestions concerning the existing problems.Focusing on problems that foster care systems are lagging behind, relevant policies are not in place yet, emotional investment and value neutrality contradicts each other, the custody responsibility is vague and social workers’help is disorganized. The author puts forward some suggestions from foster care management, social workers management, building enjoyable foster care environment and cutting clear the responsibilities of foster care families. Disabled and orphan children are not only a local problem, but also a problem deserving attention from the whole society. This problem concerns the future of the children, the harmony and stability of society, the prosperity of our country. We should mobilize resources from different directions and work together to solve problems and difficulties in foster care of disabled and orphan children.
