With the rapid development of the times, the modern communication technology represented by the Internet has brought mankind into the era of digital survival and communication. The arrival of the Internet era provides more diverse ways for campus crisis management. However, it also brings more severe challenges. The occurrence of various kinds of crisis events has seriously affected the normal education and teaching work. Therefore, it has become an urgent problem how to build the campus crisis management system in the network environment. It is the same with the right dealing with the impact of the media on the campus crisis and the maintenance of the security and stability on primary and secondary school campus.Primary and middle school campus is a part of the society, but the juveniles’ ability of responding to crisis is too limited. Therefore, to improve the school crisis management is not only the need of the development of primary and secondary schools, but also their social responsibility. Facing such opportunities and challenges, the author analyzes the impact of network era on campus crisis management on the basis of analyzing the concept of campus crisis. At the meantime, the author puts forward some suggestions and countermeasures based on the following theories------the theory of public crisis management theory, collaborative governance theory, agenda setting theory and other theoretical tools.This article defines the connotation, definition and characteristics of primary and middle school campus crisis management. It also makes it clear that the basic theories of school crisis management are the public crisis management theory, the theory of cooperative governance, the spiral of silence, and the agenda setting theory. Through analyzing the present situation of campus crisis management in primary and middle schools, we can see that the main results are reflected in three aspects: the campus crisis management has been paid much attention to, the emergency management plan has been established and the emergency management education is gradually strengthened. At the same time, there are five disadvantages in the campus crisis management in primary and middle schools, which include the deficiency of safety education, the lack of simulation drilling and Psychological intervention mechanism, the inadequacy of the long-effect management mechanism, and the deviation of the target of crisis management. And then from the definition of network era and the characteristics of public opinion, the campus crisis management in the network era is faced with new problems, which include the lack of public opinion guidance, weak awareness of the network era, and several issues in the campus crisis management process. In the face of this situation, this paper mainly focuses on the new mode of school crisis management in the network era, which is based on the principle of rapid response, information disclosure and sincere communication.
