Both researches and practices have proved that, family foster care is the best way of parenting for orphans and disabled children except adoption in China. In the context of the socialization of social welfare,with the increase of orphans and disabled children,the pressure of Institutional parenting stands out. So promoting family foster care becomes the best way to improve our children’s welfare system.Most of existing researches on family foster care start from the vantage of adulthood and study the policy,problem,efficiency of family foster care.It is not only ignored of foster children which is an important part of family foster care,but also children’s rights.Children’s rights theory insists that children are also the main body of rights just like adults and they have participation, right-to-life, the right of being protected etc. In this paper, the author uses different perspective:seeing the foster children as study participants, listening to the voices of foster teenagers who experienced family foster care, presenting their whole foster experience story.At the same time,the author tried to find the way to improve family foster care through the perspective of children’s rights.The research results show that the experience of family foster care includes four stages: leave orphanage, adapt to new family life, interruption of foster care, the second placement. Foster children experienced complicated reins track which mainly includes:entering the resettlement system unwittingly, entering the new family happily, through the transition period without horizons, adapt to life in family life gradually, leaving the home painfully,take no notice of second placement. In the entire process, as the subjective and objective reasons, the parts of the rights of children in foster care have been harmed. For example,participation, right to know,right to education,right to play and so on.They experienced regular family life and tasted the bitter of life. With the children’s rights perspective, in order to protect the rights of children in foster care, social workers need to advocate for establishing the child protection policies based on the perspective of children’s rights.They also should raise their sensitivity to the child rights and improve working methods and the level of their work, which are truly implementing the principle of "children benefit maximization".
