For a long time, there is a total lack of teachers, low quality, reasonable structureand other issues in China’s rural areas. In order to solve these problems, in2006, thecentral government decided to implement the " plan of special positions for teachers"to guide and encourage graduates engaged in compulsory education in rural areas,gradually resolved rural education problems and improve the quality of teachers inrural areas. As the principal part of the plan, their working time is only three years,but plays an immeasurable role in the effects. Therefore, it is extremely necessary todescribe their living conditions and analyze the problems in living conditions of theSpecial-post teachers, undoubtedly has a strong practical significance.In order to describe the living conditions of the Special-post teachers, selectedfrom Linxia, Longnan, Dingxi city in Gansu province2010-2012. Special-postteachers as the research object, the questionnaire investigation as the main researchmethods, supplemented by policy analysis method and interview method. Examinesthe basic living conditions of the Special-post teachers from four dimensions:everyday life, daily work, career identity and professional development. Combinedwith the preliminary results of the survey, living conditions of the Special-postteachers generally has the following four problems:1.there are differences in thetreatment of income, protection mechanism is not perfect;2. living conditions are notideal, spare time is monotonous;3.they teach and they have learned are inconsistent,teaching effectiveness low;4. job classification and appraised system is not perfect5.policy advocacy is not in place;6. assessment and into formal preparation are notclear;7. training system is imperfect;8." Master of Education plan" lowparticipation.Author based on the survival of the state teachers’ special post problems putforward relevant suggestions:1.improve the treatment of Special-post teachers;2.improve the living conditions of Special-post teachers;3. improve teachingeffectiveness of Special-post teachers;4. improve job classification and appraisedsystem;5. strengthen policy advocacy efforts special post;6.clear assessment and Into formal preparation;7. improve teacher training system of Special-post teachers;8.Enhance the " Master of Education plan " operability.
