The balanced development of compulsory education is the main content and the mainstream of our current education reform, also the focus of today’s education and the academic circles, even more the basic orientation of the development of modern education. At present, the rapid development of China’s compulsory education has achieved some results, from the enrollment rate and popularity rate both have a substantial upgrade. But we should be clearly aware that there are still many difficulties and challenges in the development of China’s compulsory education, which the problem of unbalanced distribution of teachers is becoming more serious, to a certain extent, even becoming the key to restrict our balanced development of compulsory education. If want to properly solve the problem of the unbalanced distribution of teachers and the shortage of school teachers, the more effective also the most common method is to push the teachers’ communication. Because it is not only able to optimize the structure of teachers, to achieve reasonable allocation of teaching resources, but also able to strengthen the weak school’s teacher construction, and improve the overall quality of teachers, more important, It is able to sharing the high quality resources, and realize the balanced development of compulsory education. But because the defect of system, and the teachers also the schools for their own interests which led to it can’t really play its role. Therefore, in-depth investigation the teachers’ communication mode and characteristics, explore the related measures and suggestions for the government is very urgent.This thesis is mainly divided into five parts. The first part describes the question origin, the purpose and significance, research contents, methods and ideas, the current research situation at home and abroad, and defines some related core concepts. The second part is mainly analysis the theory and policy of teachers’ communication, laying the foundation for the following research. The third part is by collecting relevant information, questionnaires and interviews to understand the present communication situation of Ningbo City, and taking Ningbo city for example to analyze and explore the way and value. The fourth part is based on the study of the third part, carried out the communication effects and problems of Ningbo City, and take in-depth analysis for the reasons. The fifth part is mainly for the teachers’ Communication puts forward some relevant suggestions to promote its more rational, standardized communication.
