Research Of Coal Village Relocation Mangement Mechanism With Partnering Mode

The common practices of coal village relocation are coal enterprises pay for land expropriation, government guide villagers to self-built, or coal enterprises response for the construction and the completion of relocation, abandoning or reclaiming old village as farming land after relocation. Regarding to the issue of relocation compensation, villagers and enterprises stand on their own respective interests and refuse to back down. Therefore, it even causes violate clash as the escalation of contradiction. To address the problems which arise during the process of relocation, a set of reasonable and applicative relocation management mechanism is urgently needed to ensure the relocation work goes smoothly, efficiently and orderly.This article first analyzes the status quo of coal village relocation, including the benefit analysis between the main body of the village relocation, has made the government, enterprises and the interests of the farmers between recognition and mutual interest game; Summarizing previous coal village relocation pattern, combing to the our country’s current coal village relocation pattern has three types: traditional move mode, one-time contracting mode and link flow pattern; Based on the previous move mode summary, obtains the three kinds of coal the relocation mode, like villages farmers management mode, management mode of scale management and enterprise management mode. Through the questionnaire survey and visit, this paper summarizes the research area in the village migration in coal mining process of facing target differences and conflicts, information asymmetry, different values conflict, poor communication and conflict of cognitive dissonance conflict, and analyzes its reason.In this paper, by using the Partnering model coal village relocation management mechanism to carry on the design, in order to solve the conflicts in the process of the move, By describing the Partnering management mode concept, advantages, working process and its management system framework model, designed the pressure coal village relocation management mechanism, the content including coal village relocation pattern choice, the choice of agricultural management pattern, coal village relocation team construction, the benefits balanced mechanism, the pressure of coal village relocation work process. In case study, this paper choose the application case of Dong Wa Gou and Si Jiashan which are two different area and two different moving mechanism, With the analysis and comparison, it is concluded that the new management mechanism is superior to the traditional management mechanism.Based on the management mechanism of empirical research, this paper gets the following conclusion:(1) The government, enterprises and farmers are the main body of the interests in the coal village relocation, according to the results of the interest fighting, designed the benefits balanced mechanism which the farmers are the vulnerable groups.(2) In the coal village relocation, the model used is the traditional relocation model, one-time contract relocation model and land transfer model; the commonly used mode of operation of agricultural land is the peasant household management mode, scale management mode and enterprise business model. Through the analytic hierarchy process(ahp) and fuzzy comprehensive evaluation method to choose the relocation model and the operation of agricultural land model, the choosing method is to provide a basis for the coal village relocation.(3) The Partnering model can effectively solve the conflict in the process of the coal village relocation. Through the Partnering model to establish team personnel allocation mechanism, manage the team communication and team motivation strategy, Combined the Partnering mode workflow with the coal village relocation workflow to solve the problem and conflict.(4) The effect of coal village relocation mechanism with the Partnering model applied Si Jia Shan in Da Dong Gou town Zezhou County is better than traditional mechanism applied Dong Wa Gou.
