Performance management is a kind of brand-new management pattern that isoriginated from western developed countries, its goal is to realize the economy,efficiency, benefit and fairness of the public sector management, we call these goals4Egoal. Among all levels of the public sectors in our country, the performancemanagement system as an important content of reform has been widely used.Public sector performance management is a new branch of public management, itis also a new practice of modern public sector management. In our country, theformation of the public sector performance management is derived from theassessment mechanism of personnel cadre, and the cadre assessment mechanism isderived from cadre assessment during the new democraticrevolution period, and thengrow up.But in the reality, all kinds of problems have been appeared, some sectors oftenconfuse the performance management with performance evaluation,and manycompanies just take it as a tool to control staffs or their positions. These phenomenonhave seriously deviated from4E goal, and going against the performance management.Overall macro perspective, our main issues of the public sector performancemanagement are in the system of the internal and external social environment. Internalsecurity is the institutional basis, that can let the public sector performancemanagement success and implementation, external conditions is the social environment,and its main problems are that the public sector exits defects, evaluation subject isinsufficient, duty is not clear, assessment index is too wide, performance incentive isinsufficient, ignoring the performance feedback link, and so on.For the all kinds of bad present situations of our country’s public sectorperformance management, we must find out the countermeasures, make performancemanagement to play its real role. The countermeasures are that perfection of evaluationmechanism, clear objectives, specific assessment index, perfect the performance incentive, we must take results as fundamental, pay attention to the performancefeedback link in the importance of performance management, the optimization ofsocial environment and so on.
